MONGOLIAN DELEGATION ATTENDS INT'L MEETING ON COMPETITION LAW

Ulaanbaatar, Mongolia /MONTSAME/ A delegation comprised D.Nyamjav, a deputy head of the Cabinet Secretariat of Government, and B.Lhagva, a head of the Authority for Fair Competition and Consumers (AFCC), took part in the 12th meeting of the Intergovernmental Group of Experts on Competition Law and Policy on July 9-11 in Geneva, Switzerland. The Intergovernmental Group of Experts (IGE) on Competition Law and Policy is a standing body established under the United Nations Set of Multilaterally Agreed Equitable Principles and Rules for the Control of Restrictive Business Practices (UN Set) to monitor the application and implementation of the Set. The UN Set is a multilateral agreement on competition policy, which was negotiated and adopted by General Assembly resolution 35/63 on 5 December of 1980. The Intergovernmental Group of Experts focused on the topics such as Competition policy and public procurement; Knowledge and human resource management for effective competition law enforcement; Cross-border anti-competitive practices: The challenges for developing countries and economies in transition; Discussion of revised chapter III (Restrictive agreements and arrangements) and chapter VIII (Some possible aspects of consumer protection) of the UNCTAD Model Law on Competition Legislation; Tripartite peer review of competition law and policy in the United Republic of Tanzania, Zambia and Zimbabwe; and Peer review of competition law and policy in Mongolia. According to experts' conclusion, the AFCC has increased the pressure over its workers, and also it has not trained well necessary experts for people's interest. Moreover, it suggested the AFCC to separate the groups of specialized inspections in charge of tender cheating and competition affairs. The international experts emphasized that Mongolia needs to refine upon its legal environment for independently realizing its function and to train its human resources in order to carry out internationally-accepted activities.
