MONGOLIAN REP TO UN ADDRESSES ACTIVITIES OF INTERNATIONAL LAW COMMISSION

Ulaanbaatar /MONTSAME/ The Permanent representative of Mongolia to the UN Mr O.Och addressed on October 31 the 23rd meeting of the Sixth Committee of the UN GA to express Mongolia’s position during a discussion of the reports of International Law Commission. Mr Och appreciated the activities of the Commision in recent years and an adoption of 21 additional clauses on “Human Rights during Emergency”, which were included in the repor. He thanked the Special Rapporteur on the Protection of Persons in the Event of Disasters Mr Eduardo Valencia-Ospina for his valuable contribution to a development of some clauses uses and highlighted their importance in providing better legal conditions for protection of human rights in times of emergencies. He also cautioned that there are relatively different definitions of “emergency” in the clauses and expressed Mongolia’s position which prefers not to include the resulting from armed conflicts situations into the clauses that aim to regulate the measures that should be taken during emergencies. Regarding the inclusion of “Crimes against Humanity” in the action plan of the Commission, Mr Och said that developing different definitions for these crimes than the definitions already reflected in the Charter of Rome might cause obstacles in identifying such crimes and charging responsibilities over the criminals. At the end of his speech, our representative expressed his high recognition of the Commission’s contribution to organizing annual international law trainings in Geneva that aim to improve knowledge about international law and to train the educated personnel.
