Parliament runs first discussion of budget clarification

Ulaanbaatar /MONTSAME/ At its plenary meeting on Friday, the parliamentary session completed a first discussion of the draft amendments to the laws on 2013 budget, on 2013 budget for social insurance fund and on the 2013 budget for the Human Development Fund (HDF).
During the discussion many MPs expressed their position. Saying that the country’s economics is still in a difficulty, Ts.Oyunbaatar emphasized that "the cabinet must in its work adhere to right and just positions of the parliamentarians". The government, state bodies and officials must make their efforts to form the budgetary revenues, he added.
Supporting him, D.Gankhuyag said parliament and cabinet should overcome the urgent problems together, whereas N.Enkhbold MP added that parliament must monitor the cabinet’s actions, even impose responsibilities upon it if necessary.
J.Batzandan suggested that parliament should see back a cut in budgets of emergency and police organizations and check again the budgets of social welfare, HDF and others.
S.Bayartsogt said the discussion of the budget clarification together with the 2014's budget is right because the latter has been planned in a right way. He also criticized a "wrong function of the Ministry of Economic Development", and said parliament must re-plan the government structure.
After these and others speeches by M.Sonompil, O.Sodbileg, Ts.Bayarsaikhan, N.Naymdorj, Z.Bayanselenge and J.Erdenebat, parliament finished the first discussion of the draft amendments to the budgets.
The cabinet considers that, if these draft amendments are adopted, the shortfall of current budgetary incomes will be recovered and the revenues will be fully reformed.
