YO.OTGONBAYAR SUBMITS DRAFT LAWS

Ulaanbaatar, Mongolia /MONTSAME/ On Tuesday, the Minister of Education, Culture and Science Yo.Otgonbayar submitted to the Vice Speaker of Parliament N.Enkhbold a draft new wording of the law on protection of cultural heritage and a draft amendment to the law on stamp of excise tax. Since an approval of the law on protection of cultural heritage in 2001, Mongolia has joined several Conventions od the UNESCO, and is required to revise the legal documents on cultural heritage. For this reason, these drafts reflect ways of regulating relations in discovering, registering and classifying pieces of cultural heritage; of conducting archeology, paleontology and anthropology researches; of repairing, owning, using and passing cultural ppieces through borders. New terms have been added also such as "cultural heritage", "tangible and intangible cultural heritage", "movable heritage", "immovable heritage", "world heritage" and "intangible cultural heritage inheritors". As of today, Mongolia has registered its long song, khoomii (throat singer), saga, the Manly Three Games and others in the list of Intangible Cultural Heritage. The draft amendment to the law on stamp of excise tax reflects clauses on sticking stamps on wines and beers and improving the control over this action. B.Khuder
