Healthcare senior officials dismissed
Astana, 18 November 2008, (Khabar) - The Prime Minister of the Republic has signed a decree dismissing some senior healthcare officials such as the chairman of the commission for medical service supervision of the Healthcare Ministry as well as a number of heads of territorial departments and regional medical administrations.
Such strict measures were taken in connection with the growing rates of patients with tuberculosis and HIV as well as pre-and post natal mortality exacerbated by the frustrations concerning the national "100 schools and 100 hospitals" programme.
The recent government conference was devoted to improvements in the healthcare system. 5 topics initiated by the head of state earlier in November were also on the meeting's agenda. It was the deputy prime minister who introduced a detailed report on the national "100 schools and 100 hospitals" programme as over one month, a commission headed by Yerbol Orynbayev has been inspecting regions to become acquainted with the rates of construction of medical institutions there.
In compliance with the results, some cardiology facilities failed to be commissioned on time as well as a number of some other hospitals. It was also stated that the more the construction is prolonged the more expensive it will be.
Yerbol Orynbayev, deputy prime minister of RK:
- In 2005, the construction of healthcare facilities went up in price by 6
billion tenge and in 2008 this figure has already reached 7.3 billion tenge.
The Minister for Healthcare also drew his colleagues' attention to the fact
that close to 300 items of new medical equipment are not being used in some
regions. The Prime Minister also listened to reports presented by
territorial heads and expressed his opinion. Apart from the recently fired
rector of the South Kazakhstan Medical Academy, Dairbekov, and the director
of the managing department of the Ministry for Healthcare, Ashimbayev, the
Prime Minister asked for the chairman of the commission for medical service
supervision of the Healthcare Ministry, Musin, to be sacked as well as the
heads of territorial departments and regional medical administrations
Abdrasilova and Nurzhegitov. Some more healthcare officials are to receive
severe reprimands.
Karim Massimov, Prime Minister of Kazakhstan:
- Mr. Dernovoi, you will also have to be punished as the person who is in
charge of healthcare in the country. Your punishment will be defined by the
head of state.
Anatoliy Dernovoi, Minister for Healthcare of RK:
- It is a very strict evaluation but it is fair and it is not about
criticism. It is aimed at making improvements and the ministry will take
corresponding measures to fulfill all the given tasks.
Since taking his post as prime minister, Karim Masimov has taken a keen
interest in the workings of interior departments and their results.
