"What we need to do is to work on concrete... and be more
persuasive, about the benefits for India on these three
agreements," Gates said.

"No agreements between sovereign states, and especially
sovereign democracies, is put on paper if it is not an
advantage to both sides," he said.
Noting that CISMOA was first put on discussion table in
2002 and again discussed with Antony during his visit in 2008,
Gates said these three agreements have been waiting around for
quite a while.
"It is not a new requirement that has just emerged. This
is not a requirement that has just come up," Gates said.
"The CISMOA is part of the growth in the relationship
between US and India through sale of high technology weapons
and military equipment. Associated with that sales are
additional agreements associated with protecting technology in
that equipment and weapons," he said.
Noting that US had signed CISMOA with a dozen of its
allies including those in Asia, he said the pact would allow
the highest US cryptologic information to be provided along
with the six C130Js transport aircraft that India has bought
for its special forces.
"This is not an out of the ordinary request or an
unreasonable request. At the end of the day, it is focused on
protecting the technology of both India and the US," he
