The HRD ministry has about Rs 34,000 crore under the Sarva
Siksha Abhiyan (SSA) for the remaining period of 11th Plan.
Besides this, there would be requirement of Rs 1.40 lakh
crore.

The ministry will hold a meeting of a state education
secretaries next week to decide funding patterns.
The HRD Ministry has also prepared the model rules
defining the concept of neighbourhood schools. As per the
rules, the neighbourhood schools should be situated within one
km radius from the habitation, the sources said.
The Act has earmarked 25 per cent seats to children from
economically weaker sections in private schools. The rules
also specify that such children will not be discriminated.
In case of non-availability of a school in the
neighbourhood, the state government will have to provide free
transportation and residential facilities.
The model rules have been submitted before the minister.
After approval, these will be sent to the states which can
frame their own rules based on these.
The states will have to set up commissions for the
protection of child rights. There will be a State Advisory
Council as the highest body to oversee the implementation of
the Act.
The ministry will also change the norms the SSA to make
them compatible with the norms of RTE. PTI BKM
