The apex court said a large number of sex workers are
HIV positive and it was the responsibility of the government
to ensure that they get adequate medical aid.

Similarly, the victims were entitled to free legal aid
which can be provided by various district-level legal services
authorities, the bench said.
Earlier, Solicitor General Gopal Subramaniam told the
bench that the government intends to come out with suitable
measures to regulate the functioning of 650 placement agencies
working in Delhi and National Capital Region (NCR) as there is
now virtually no official control over their activities.
He said that under the rules, they were expected to be
registered with the Labour Department under the Shops and
Business Establishments Act but the same was being breached
by most of them.
The counsel said appropriate regulatory steps on the
functioning of these placement agencies would help the
government curb the menace of exploitation of workforce for
child labour and prostitution.
The apex court, after hearing the Solicitor General's
views, asked him to seek suitable instructions from the
government on the suggestions made by it for setting up a
specialised investigating agency to combat the menace of child
prostitution and booking of rape cases against those engaging
the children for commercial trade. PTI PAL
