The apex court said "Though we are in an era of
globalisation and liberalisation, the fact that small children
are being exploited for sexual purposes cannot be ignored by
the government which should give top priority to tackle the
menace.
"We are in an era of globalisation and liberalisation.
But this area (child prostitution) can't be ignored. You must
talk to the government.
"To plug trafficking, a special investigating agency
should be set up. It is very important because a lot of
trafficking occurs on the borders of Nepal, Bangladesh and the
north- east.
"When you can have a specialised agency for tackling
menace like smuggling NDPS(Narcotic Drugs and Psychotropic
Substances Act) and mahila police stations, why don't you have
such an agency for this problem? the bench told the Solicitor
General."
Normally specialised agencies are more sensitive to
the problem and setting up such units will add greater
credibility to the government's efforts, the bench said.
"Government needs to understand clearly its priority
areas. There is no other area which needs greater attention
than this. You can involve the NGO and other government
agencies in this effort."
The NGO, in its PIL, had complained a number of
children are being exploited in prostitution rackets or
forced to work in hazardous industries. PTI RB
