FC ratifies agreement on settling Tajikistan's debt to Russia
MOSCOW, July 4 (Itar-Tass) -- The Russian Federation Council has
ratified on Friday the intergovernmental Agreement on settling Tajikistan' s state credit indebtedness to Russia.
It has also ratified an amendment to the Agreement on early payment of the indebtedness by means of transferring the Nurek optical-electronic space control centre of Tajikistan to the possession of the Russian Federation and investment of the remained part of the indebtedness in the construction of Sangtudin HPS-1 in this country.
The agreement was signed in Moscow in 2002, and the amendment - - in 2004. These documents realize the achieved agreement, according to which the Tajik side pledged itself to transfer the Nurek centre to the possession of Russia and invest 50 million dollars at the expense of Russia's share in the project of HPS construction, chairman of the
committee on CIS affairs Vadim Gustov explained.
The total sum of the indebtedness at July 15, 2004 amounted to 305.730 million dollars. It will be paid both by means of direct payments on the main debt and interest and in the form of property - - by means of transferring the Nurek centre, as well as 75 percent minus one share of HPS-1 on account of Russia's share.
Gustov attracted attention to the fact that the transfer of the Nurek centre to the possession of the Russian Federation will enable Russia to more effectively carry out control of the air space for peaceful purposes, as well as timely foresee a possible aggression and timely take a decision on an adequate response to a missile attack threat.
Having the HPS controlling block of shares, Russia will strengthen its economic presence in Tajikistan, which will be beneficial for both sides. The ratification of the Agreement and the amendment to it meets mutual economic and political interests.
