RIGHTS BODY : ALAS TLOGO CASE NO GROSS HUMAN RIGHTS VIOLATION

Jakarta, Aug 19 (ANTARA) - The National Commission on Human Rights (Komnas HAM) said the May 30, 2007 clash between the marines and residents at Alas Tlogo village in Pasuruan district, East Java, that left four people dead and eight others injured cannot yet be categorized as a gross human rights violation.

"Indeed, there was human rights violations such as torture and murder but the case cannot yet be categorized as a gross human rights violation," Komnas HAM Deputy Chairman Ridha Saleh said here Tuesday.

The clash followed a dispute over land to be used as a combat training center.

The military tribunal in Surabaya ordered the Navy to discharge three of the 13 marines involved in the clash and sentenced the rest to one year and four months in jail.

In its recommendations, the rights body opined the Alas Tlogo incident violated the local people's economic and social rights in which the Navy took over communal land to be built into a combat training center, Saleh said.

"The Navy did not discuss the plan with local residents that it would take over the land," he said.

Therefore, the commission encouraged the two conflicting parties to settle the case and asked the naval chief of staff not to resettle the local residents to other areas, he said.

Komnas HAM was ready to act as a go-between in the dispute to solve it fairly, he said.
