News Focus: GUS DUR'S INSTRUCTION TO SIEGE KPU OFFICE COMES UNDER PUBLIC SPOTLIGHT

Jakarta, Sept 8 (ANTARA) - The statement made by General Chairman of the National Awakening Party's Advisory Council (PKB) Abdurahman Wahid alias Gus Dur to supporters loyal to him to occupy the office of General Election Commission (KPU) became under public spotlight.
The first person who felt annoyed with the instruction was PKB Secretary General Lukman Edy who later called on Gus Dur to backtrack his instruction, as it was not wise, and not politically educative for the people in a democratic life and far from the character of Gus Dur himself popularly recognized as a teacher of the nation.
Speaking on the sidelines of the signing of a document on integrity of orientation of the party's legislative nominees here on Sunday, Lukman believed that there was a certain party which had influenced him to make such a demanding instruction.
"Anarchy is not Gus Dur's style," he said, asking PKB cadres throughout the country not to be provoked by the instruction.
Sharing the same opinion with Lukman was Susilo Utomo, a political analyst of the Diponegoro University in Semarang, who urged Gus Dur to abide by the law prevailing in the country.
"If the instruction is to be carried out by his supporters, it can be deemed as an act of anarchy, thus violating the existing law. Consequently Gus Dur could be arrested by the police on charges of having ordered his supporters to commit an anarchy," he said.
Accordingly Gus Dur should abide by the law prevaling in this country and asked his supporters not to resort to violence which is often interpretated as an act of anarchy including picketing and occupying central and regional offices of KPU, said Susilo Utomo who is also a lucturer at political sciences faculty of the Diponegory University.
Gus Dur was reported to be annoyed with KPU which had played tricks against his side by belittling their rights after receiving an information of his lawyer Ibrani.
Earlier Ibrani said that KPU should obey the decision of the state administrative court which had instructed KPU to postpone the implementation of a decision on the handing over of a list of addresses and names of participating political parties in the 2009 general election especially in the context of PKB.
In the decision, KPU said the executives of PKB was Muhaimin Iskandar as the general chairman and Lukman Edy as secretary general with the address in Jalan Sukabumi 23 Menteng (previous office of Muhaimin), but not Jalan Kalibata Timur I No 12.
"What was registered in the Justice and Human Rights Ministry was that the PKB Executive Board office was located at Jalan Kalibata Timur I No 12," Ibrani said.
Because of this trick, Agus Wiyarto in his capacity of the chairman of the Yogyakarta regional branch of PKB, said that KPU had made such a serious blunder by passing on a request from PKB signed by Muhaimin regarding the movement of the party's headquaters from Kalibata to Jalan Sukabumi in Menteng.
"The issuance of the KPU letter has been capitalized on by Muhaimin and Lukman Edy to issue various decisions on the change of the executives of the party's regional and district branches," he said.
A move to siege the KPU office was only aimed at deterring KPU from recognizing only a rival faction (PKB of Muhaimin version) as the official representatives of PKB, Agus said.
Whatever the reason, Susilo Utomo opined that PKB of Gus Dur version should intensify their lobby to KPU but their supporters had to refrain from sieging and occupying KPU office, such act regarded as against the law.
According to Susilo Utomo, it was unfortunate that after the reform such an anarchy committed by certain mass and supporters of an influential leader of a political party was never settled through the legal mechanism.
"However KPU either at central or regional government level only carried out the law. Those in KPU offices can not be blamed. It is those in political parties who have vested interests should be blamed for having made a tricky game during registration at KPU," he said.
In anticipation of any unforseen incident, the police were reported to be gearing up for security breaches after Gus Dur ordered his supporters to siege KPU offices accross the country.
National Police spokesman, Insp. Gen. Abubakar Nataprawira said that his side had deployed police personnel to guard KPU offices in anticipation of occupation by Gus Dur's supporters.
According to police intelligence, no such riot would take place. Gus Dur's supporters just wanted to hold a hearing with the KPU to voice their goals, he said.
In the meantime, Central Jakarta deputy chief Adj Sr Comr Herry Wibowo said at least four companies of police or about 400 officers were guarding the KPU office.
"Whether the siege plan is true or not, we remain deploying personnel to the locations in anticipation of disturbances," Harri said.
Gus Dur's daughter Zannuba Arifah Chafsoh Rahman, better known as Yenny Wahid, called for peace and calm on Sunday, saying that her father's statement had been misunderstood.
"The siege plan has been exaggerated. The truth is that it's merely going to be our persuasive effort to hold a dialogue with the KPU to make them recognize Gus Dur's camp as a result of the state administrative court ruling," Yenny said.
The KPU has recognized the Muhaimin-led PKB faction's eligibility to contest the 2009 election after the Supreme Court ruled Gus Dur dismissing him as party chairman was illegal.
The PKB, the fifth largest faction in the House of Representatives has been embroiled in a protracted conflict, which began earlier this year when Gus Dur dismissed Muhaimin as party leader. Muhaiman who is also Gus Dur's nephew challenged the decision.
Both camps held separate extraordinary meetings early in May. Muhaimin's camp renamed the House deputy speaker as the party's chairman and elected Aziz Mansyur as the party's chief patron, replacing Gus Dur.
In the meantime, Gus Dur's camp re-elected the former president (Abdurahman Wahid) as the chief patron with Ali Masykur Musa elected the new party's chairman.
