ABOUT MEETING ON CIVIL PARTICIPATION
Ulaanbaatar, Mongolia /MONTSAME/ At initiative of the President Ts.Elbegdorj, a middle-term policy document on civil participation in the decentralization has been worked out.
In connection with this, a meeting was held on Wednesday in the “Ikh tenger” complex to collect votes for this document. Speeches and views were given by the State Head, MPs, the UB city authorities, representatives of international organizations, scholars and civil delegates.
Since 1989, MPs and representatives of localities independently made their decisions through a form of “Representative democracy”. It tended to protect interests of political parties or a few number of people, neglecting the social basis and civil interests and leading to a spread of non-equal distribution of the social wealth, according to various researches.
In end of 2011, the State Great Khural (parliament) adopted the law on budget which has a clause on the civil participation under an initiative of the President, and it has been considered as big step in terms of democracy. The meeting's attendees underlined an importance of working out a specific policy on the equal distribution of social wealth to people and controlling it and approving a necessary capital.
Even this all is not enough because people in the democratic society can demand healthy and good environment for living, obtain necessary information, co-plan the development of their places to live, put forward their opinions to decisions or laws made by the state, the gathered underlined.
It has been also decided to run a discussion nationwide on the matter and to organize necessary training.
