U.S. announces sanctions list of foreign companies for WMD contribution By Hwang Doo-hyong

WASHINGTON, Oct. 24 (Yonhap) -- The United States Friday issued a list of foreign companies, including a South Korean firm, under sanctions for their contribution to the development of weapons of mass destruction by North Korea, Iran and Syria.

South Korea's Yolin/Yullin Tech, Inc., Ltd. is on the list announced by the State
Department. Two North Korean firms, Korea Mining Development Corp. and Korea
Taesong Trading Co., are also listed.
Also on the sanctions list that took effect on August 12 are one entity each from
Iran, Russia, Syria, Venezuela, the United Arab Emirates, two Sudanese entities
and three Chinese entities.
Under the sanctions, effective until September 2010, no U.S. government agencies
are allowed to enter into contract with the entities in question for the
procurement of goods, services or technology and provision of any assistance
unless otherwise specified by the secretary of state.
Russian Foreign Minister Sergei Lavrov denounced the U.S. for violating
international laws by unilaterally imposing trade sanctions, noting a Russian
arms manufacturer is in the list.
The sanctions on the listed countries, published Wednesday in the Federal
Register, were imposed under the Iran, North Korea, and Syria Nonproliferation
Act "because there was credible information indicating they had transferred to or
acquired from Iran, North Korea, or Syria goods, services or technology listed on
multilateral export control lists and certain other items that could make a
material contribution to WMD or cruise or ballistic missile systems," the State
Department said in a statement.
Among the export control regimes are Australia Group, Chemical Weapons
Convention, Missile Technology Control Regime, Nuclear Suppliers Group, and the
Wassenaar Arrangement.
The statement said the sanctions apply only to the specific entities, not the
countries or governments involved, adding, "We are in the process of informing
the relevant authorities in China, Russia, South Korea, Sudan, Venezuela, and the
United Arab Emirates of the sanctions determinations."
