Without robust military effort Afghan cannot be secured: India

United Nations, Nov 11 (PTI) Strongly condemning
terrorist attacks on civilians in Afghanistan, India has
asserted that increasing acts of random violence only
illustrates the "desperation of terrorist groups seeking to
convert strategic defeat into tactical advantage."

Asking the international community to send a clear
message to the perpetrators, it said that the responsibility
for acts of terrorism lies with those who support, finance and
empower Taliban, al Qaeda and other such groups.

Intervening in the debate on Afghanistan in the
General Assembly on Monday, its delegate K.Yerrannaidu, M.P.,
warned that the terrorists' acts of violence are callous and
brutal, but not mindless.

"They deliberately aim to weaken the resolve of the
Afghan people and the international community," he added,
seeking commitment from the international community against
dilution in its resolve to fight terrorists.

Agreeing with the argument being made of late that
Afghanistan cannot be secured through military means alone,
India has said that the converse is also true that without
robust military effort, the country cannot be secured either.

"It is for this reason that India sees a need for a
much closer alignment between the consistent applications of
force wherever terrorist groups are present, and the
achievement of the political objectives of our efforts in
Afghanistan," he added.

Stating that the escalation in "asymmetric attacks" in
areas cleared of the Taliban and the Al-Qaeda is "deeply
worrying," Yerrannaidu pointed out that civilians,
humanitarian workers, international staff and diplomatic
personnel—including Indian Mission in Kabul—have been
