S. Korea to propose talks with N. Korea on strained ties: minister

SEOUL, Nov. 13 (Yonhap) -- South Korea plans to send a formal telephone message
to North Korea later Thursday to convey its regret over the North's latest
threats, Seoul's foreign minister said.

In the message, South Korea will also propose to hold a dialogue with the North
to resolve the tension, said Foreign Minister Yu Myung-hwan, who doubles as
chairman of the government's security policy coordination meeting.
"The government will send a telephone message today to ask for face-to-face
talks," Yu said at a meeting with the Kwanhun Club, a group of senior South
Korean journalists.
