Astana, 26 November 2008 (Khabar) - Starting next year, Kazakhstan’s judicial system is to see a new stage of development. This statement was made by President Nursultan Nazarbayev speaking at a meeting in Ak Orda aimed at the Republic’s judicial system. The President outlined 6 key tasks which are expected to make the country’s judicial system quicker and fairer. At the meeting the president was also given a presentation of a strategic plan for the development of the Republic’s judicial system for the next three years. The document includes some changes called on to simplify and give a boost to judicial operations thus providing it with maximum transparency and public access, while judges themselves are to pass a stricter selection process.
Nursultan Nazarbayev, President of Kazakhstan:
- New stage of development must begin since January of the next year and these tasks should be solved. Firstly, maximal simplification of legal proceedings, improvement of judicial system that must be understandable, accessible and transparent for population. And the regional courts must consider all controversies.
Today’s trials can last for years starting at a district court and ending in the Supreme court. In the future, this should not happen too often, the president said. In compliance with the new system, the Supreme Court will now be in charge of the supervision over the regional courts’ appeals.

- We need to provide some adequate solution to the issues of technical and financial supplies for the court. We always pay attention to it. We increase their salaries and they have the highest wages among other state employees.
Nursultan Nazarbayev also announced that from the next year, judges wages are expected to see a 60% increase and the President hopes it will improve their responsibility.

- A judge should be incorruptible and he should be supplied with everything he needs. If a judge breaks the law he will lose his position and future pension.
Over the past two years, 50 judges from Kazakhstan lost their jobs. The third issue pointed out by the president concerned the fulfillment of the court’s decisions as there are still many problems in this area. The fourth task stipulates the boosting of the activity of the disciplinary and qualification boards. The fifth issue includes personnel policy improvement. The sixth issue stipulates the necessity of strengthening the legal and social security for the judges with their responsibility for legal violations and ethical rules to be improved as well.

- Doctors and judges are those two professions which cannot make mistakes. It is important to make judges understand what responsibility they bear. In fact, they are responsible for the state power and its effectiveness.
