OSCE: cooperation development
Helsinki, 8 December 2008, (Khabar) - XVI foreign ministers meeting of OSCE complete in Helsinki. The foreign affairs ministers’ meeting of the member countries of the OSCE has come to an end in Helsinki. The representative forum of the heads of 50 foreign-policy agencies from 50 countries has come to an end with Finland’s chairmanship of this organization. On the final day of sitting, the OSCE chairmanship was handed over to Greece which will then pass it on to Kazakhstan. Summarizing the results of the year of the chairmanship of Finland in the OSCE, the participants of the meeting agreed unanimously that Finland handled its mission well. The main points on the agenda included the development of mechanisms for solving unresolved disputes, such as the conflict in the Caucasus, and the new architecture for European security. Heated debates flared up surrounding Russia’s initiative in this respect, which offers a development of a new security pact in the Euro-Atlantic zone based on the rejection of further expansion of NATO and the placement of new missile defense armaments on the European continent. These ideas were supported by Kazakhstan as well.

- I want to express my support to the Russian initiative on developing a European security pact. The OSCE is a good platform for solving the issues of reinforcing the general structure of security in the Euro-Atlantic area. At the same time, the OSCE should adapt to the changing reality, retain its authority and become an arena for discussions uniting the Euro-Atlantic and Eurasian regions.
Marat Tazhin, the head of the Kazakhstani diplomacy team, informed his colleagues, during his speech, on the “Way to Europe” state program which is designed for advancing relations between Kazakhstan and its European neighbours to the level of a strategic partnership, as well as on the laws of the Republic of Kazakhstan concerning elections and political parties. The political changes in our country were also appreciated by the host of the meeting, the Minister for foreign affairs of Finland, Alexander Stubb.

- The fact that Kazakhstan will chair the OSCE in 2010 is very symbolic. I strongly support the reforms which are taking place in Kazakhstan. This definitely a step forward. I evaluate the work which was already carried out by my Kazakh colleagues highly of and those who will continue this course in the capacity of the chairmanship of the OSCE in 2010.
Summit was a success though the text of common declaration on conflicts wasn’t coordinated yet. Several important documents on many-side cooperation, military and political and economic partnership were signed during the meeting.
