Astana, 22 January 2009, Khabar - The ministry of energy and mineral resources has summed up the results of the past year. For the first time in a 10 year period, coal output reached 100 million tons in the country. Similar success has been reached in the oil and gas area and electrical power engineering. The head of the office, Sauat Mynbayev assigned tasks for the ministry and its subdivisions for 2009 straight away while summarizing the results of the past year including securing the transparency of pricing on the internal market, continuing the construction of the “Kazakhstan - China” oil pipeline and increasing investments into the energy sector. The minister offered support for this area during the economic crisis at a legislative level. In particular, Mr Mynbayev supports a reduction of tax rates for minerals extractions against a background of the landslide in world oil prices. Furthermore, the head of the office suggested sorting out the oil product turnover on the internal market.

- The fundamental idea of the bill is to fully supply the fuel and lubricants market with prices lower than world prices in accordance with the new tax code which suggests various levels of taxation concerning supplies on both internal and external markets.

The minister has acknowledged that it won’t be easy to achieve because despite the increase of volumes of oil and natural gas extraction, the republic still depends on the supplies of hydrocarbon raw materials from Russia. For instance, 30% of all aviation kerosene and 40% of unleaded petroleum is imported from the neighbouring state. Karim Massimov refers to lowering this influence as an issue of “national security”. The development of the local oil-processing industry can help solve this problem to a large extent.

- 2009 is a difficult year from the perspective of low prices for energy resources and all the goods we export. As soon as you generalize all the proposals concerning the metal mining and the oil industry, we’ll be ready to examine them together with the potential of the republic’s budget regarding those losses.

The head of the government has assigned a few tasks including further work on energy efficiency. Apart from that, Karim Massimov has decided that the minister of energy and mineral resources himself will determine the maximum fees for electricity. As a result of the board meeting, the prime minister stressed that the main tasks which were assigned last year have been fulfilled by the office.
