Qatari Newspapers Editorials

Doha, March 13 (QNA) - In their Monday editorials, Qatari newspapers covered various local and regional issues. As a pioneer in the human rights field, the papers emphasized that the State of Qatar seeks to deliver its message to the whole world, aiming to spread a culture of tolerance, combat extremism, not link terrorism to any religion and stop hate speech. In another matter, the papers noted the Civil Service and Government Development Bureau's launch of the "Ada'a" system aimed to upgrade the performance of the government sector.
The newspapers also highlighted the Qatar-Turkiye Brotherhood Container City, which was established from hundreds out of the 10,000 mobile homes Qatar continues to send to Turkiye for the earthquake victims. This has become a symbol of the strategic partnership between the two countries and a model for distinguished fraternal relations regionally and globally.
Al-Raya newspaper said in its editorial that the crimes against humanity increase daily, and the perpetrators remain unpunished, especially in the Middle East region that suffers from wars, persecution, and Israeli occupation. In this context, HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim affirmed, in his speech during the 146th General Assembly of the Inter-Parliamentary Union (IPU) held in Bahrain, that the State of Qatar is a model for peaceful coexistence under the wise leadership that fosters the values of tolerance, coexistence, and acceptance of the others.
Qatar has become a symbol of tolerance and acceptance and a beacon for humanity through its initiatives aimed at promoting the language of dialogue and employing mediation diplomacy to resolve crises and wars. It has a humanitarian message based on supporting dialogue between different cultures, civilizations, and religions to promote enjoyment, peace, and love for all, the paper stressed.
With the increase in blatant attacks on religions, especially Islam, under the name of freedom of expression, it has become necessary, even inevitable, to criminalize contempt for religions and infringement of religious places and sanctities. In this regard, the State of Qatar called on the IPU to include the criminalization of contempt of religions, as an emergency item on the Assembly's agenda, titled criminalizing contempt of religions, to combat the hate speech that has intensified against Muslim communities all over the world and the phenomenon of Islamophobia, the paper said.
In conclusion, Al-Raya said that the world today suffers from instability, and perhaps at the forefront of that is what the occupying entity has been practicing in Palestine for more than seven decades, which has remained a major cause of the region's wars, daily brutal violence, and spread of terrorism, in light of the international community's inability to deter or criminalize it.
For its part, Al-Watan newspaper said in its editorial that the Civil Service and Government Development Bureau works tirelessly to improve the performance of the government sector. Last Wednesday, it announced a partnership with the Global Innovation Management Institute (GIMI) to hold the State of Qatar's first government services Hackathon, at the Qatar Research, Development and Innovation (QRDI) Council, from March 19 to 21.
Al-Watan referred to the Civil Service and Government Development Bureau's announcement in mid-February, that it developed, in cooperation with Sprinklr Company, a platform to enable government entities to provide a unified digital service for citizens. Seeking to push up the experience of government entities customers to broader horizons, it established the Center of Excellence for the experience of citizens and other service recipients by benefiting from Sprinklr's expertise and professional services in addition to the national recruitment platform Kawader.
The newspaper noted the Civil Service and Government Development Bureau launch of the "Ada'a" system on Sunday, to upgrade the performance of the government sector and measure the extent of productivity clearly and transparently with continuous motivation and development, with the aim to develop human resources and provide the appropriate environment for creativity and hard and distinguished work in order to achieve the requirements of comprehensive development in all government entities.
In conclusion, Al-Watan confirmed that these important achievements will allow the provision of sustainable competitive services that achieve the potential of human cadres with distinction and that they deserve thanks and praise.

On the other hand, Al-Sharq newspaper said in its editorial that the Qatar-Turkiye Brotherhood Container City, which includes hundreds of mobile homes out of the 10,000 homes that Qatar will continue to send to Turkiye for the earthquake victims, is a symbol of the strategic partnership between the two countries, which has become a model for distinguished fraternal relations in the region and the world.
The paper said that the State of Qatar stood beside Turkiye since the first hours of the earthquake, as it immediately rushed to provide assistance at the official and civil levels, by launching an airlift that carried tons of urgent aid, and a team from the search and rescue group, noting that the volume of the State of Qatar's continuous humanitarian aid for the earthquake's victims in Turkiye and northern Syria amounted to about QR 253 million, including food, medical and other aid, according to last month's reports.
The newspaper pointed out that helping those affected by the earthquake and supporting Turkiye's efforts in this regard remained a major item in the agenda of the Qatari leadership's talks during meetings with world leaders. In his speech before the 5th United Nations Conference on the Least Developed Countries (LDC5), HH the Amir Sheikh Tamim bin Hamad Al-Thani called for solidarity with the brothers in Turkiye and Syria and urged everyone to support Turkiye's efforts to surpass the effects of earthquake's disaster, the paper added.
In conclusion, Al-Sharq said that the Qatar-Turkiye Brotherhood Container City remains a testimony to the effectiveness and distinction of Qatari support for the brothers and true solidarity with the Turkish people and the brothers in northern Syria.
English-language newspaper The Peninsula said in its editorial that Qatar has been a pioneer in labour reforms in the region and has won praise of the International Labour Organization (ILO) and many international organizations for its measures to protect migrant workers and safeguard their rights.
Under the headline "Protecting migrant workers", the paper stressed that the government considers the welfare of guest workers as one of the key priorities and is committed to reforming Qatar's labour laws and practices to design a system that is fair for both employees and employers, noting that over the past several years, Qatar has implemented extensive reforms to strengthen labour laws, and increase protections for migrant workers.
The paper pointed out that the country has opened 20 Qatar Visa Centres in labour exporting countries to expedite the recruitment process and ensure workers do not get exploited in their home countries. The country has also established a Workers' Support and Insurance Fund, which aims to support workers, guarantee their rights and provide them with a healthy and safe work environment.
In March 2021, Qatar introduced a minimum wage of QR1,000, which applies to all employees across all sectors in Qatar, including domestic workers. The employer must additionally provide QR500 per month for accommodation and QR300 per month for food unless pro-vided by their employer, the paper said.
The newspaper also referred to the inauguration of the first project office of the International Labour Organisation in Qatar on April 30, 2018. The office supports implementation of a comprehensive technical cooperation programme on working conditions and labour rights in Qatar. This is an acknowledgement of the important steps the Qatari government has taken to develop a modern labour system that is just to employers and employees both.
To further ease the recruitment process of workers, the Ministry of Labour has launched a new package of e-services related to the management of work permits. The service enables establishments to submit a request to renew a work licence and a request to cancel the work licence online without the need to visit the ministry’s headquarters, external offices or government complexes, The Peninsula concluded.
