C KALIMANTAN COUNCIL DESPERATE ABOUT LAND SPACE DESIGNATION PLAN
Palangkaraya, June 17 (ANTARA)- Central Kalimantan provincial councillors are losing their patience over the central government's tardiness in approving the region's Provincial Land Space Designation Plan (RTRWP) as a basic requirement to speed up its economic development, a spokesman said.
"If the central government's approval is not forthcoming soon, we will, if necessary, fly to Jakarta to stage a street demonstration to draw their attention," HM Asera, a member of the Central Kalimantan Provincial Legislative Council (DPRD)'s Commission B, told reporters here Wednesday.
Central Kalimantan's RTRWP had been submitted to the central government three years ago for processing and final approval but until now Jakarta had yet to respond, he said.
The prolonged absence of an officially-sanctioned RTRWP was disadvantaging the proovince's economic development because it was adversely affecting investors' interest in initiating projects in the region, Asera said.
"Many investors who came to Central Kalimantan with plans to invest in the plantation, mining and other sectors eventually canceled their plans because there was no certainty about the land where they would carry out their projects." the councillor said.
Citing examples, Asera said a Yemeni investor intended to sink Rp4.5 trillion in oil palm cultivation in Central Kalimantan but because the provincial administration lacked a government-sanctioned land space designation plan, the oil-palm project could not be implemented.
The same had happened to certain Japanese and Australian businessmen who had wanted to invest in mining and Thai and Chinese investors who were interested in operating in the plantation sector.
Even local businessmen were now also meeting problems in obtaining wide tracts of land with legal certainty for their operations, according to Asera.
He said he had heard from unofficial sources the central government had actually already signed Central Kalimantan's land space designation plan. "If this is true, why has Jakarta not immediately sent us the approved document," he said.
