KONTRAS DEMANDS LEGAL ACTION AGAINST SOLDIER WHO SHOT CIVILIAN

Jayapura, Papua, June 23 (ANTARA)- Legal action must be taken against the soldier who shot a civilian in Keerom District, Papua, on Monday, a spokesman of the National Commission on Missing Persons and Victims of Violence (Kontras) said.

Isak Psakor, a resident of Kibai kampong, Keerom District, was shot by a soldier on patrol in an area close to the Papua New Guinea (PNG) border and now lying in hospital in critical condition. He was not killed as earlier reported.

Harry Naturboga, Kontras' Papua coordinator, told the press here on Tuesday, "clear legal action must be taken on this violation. As a matter of principle, if a soldier does something outside the proper procedures and causes harm to a civilian , he should be given a stern sanction."

Indonesia has legal products such as the Law on the Military providing for legal sanctions or disciplinary measures against soldiers who commit acts of violence against civilians.

"So there is no excuse not to process him (the soldier) legally," he said.

He regretted the incident as the civilian was unarmed when the soldier shot him.

Isak Psakor was now being treated at DOK II Jayapura General Hospital.

Meanwhile, Father John Jonga, head of the Keerom Catholic Church, apologized to the public for having earlier stated wrongly that Isak Psakor had died.

"I apologize for having given the information that Isak died from the gunshot. I got the information from Kibai kampong residents who thought the victim was dead because he did not move," Father Jonga said.

In fact, Isak Psakor was still alive but in critical condition. He was hospitalized in Jayapura for intensive medical treatment.

According to Anton Psakor, the victim's father, his three children, namely Isak, Wens and John Psakor, were walking from Skowt Jauh kampong to Air Asin kampong in East Arso which borders on PNG territory on Monday (June 22).

On their way, they encountered a dog who kept barking at them. Scared of the dog, they then ran and climbed into trees in the middle of a jungle at East Arso.

Suddenly, there was a gunshot and then Wens and John Psakor saw their brother, Isak Psakor, fall down to the ground.

Then the two brothers saw a few soldiers emerging from the behind the trees, and they shouted at the soldiers, "We are inhabitants of Kibai kampong, why did you shoot our brother?." After monetarily looking at the scene, the soldiers did not teply, and, instead of helping the youths, ran away.

wens and John later covered their brother with leaves and ran to their home to inform their father about the incident, according to Father John Jonga quoting Anton Psakor earlier.

Lt Col Inf Susilo, a spokesman of the military district command XVII/Cenderawasih, confirmed the shooting incident near the RI-PNG border, saying the incident was currently under investigation.
