KPU URGED TO LEGALIZE RESIDENTS` IDENTIFICATION CARDS AS VOTING TICKETS

Jakarta, June 23 (ANTARA) - The General Elections Commission (KPU) should soon move for the issuance of a government regulation in lieu of law (Perppu) legalizing residents' identification cards (KTPs) as tickets to vote in general elections, a non-governmental organization (NGO) said.

Jerry Sumampow, coordinator of the National Voters' Committee (KPN), said here Tuesday the Perppu was urgently needed to enable eligible voters not included in the fixed voter's lists (DPTs) to cast their votes in the upcoming presidential election.

He said under Law No 42/2008 on presidential and vice-presidential elections, only people whose names appeared in DPTs could cast their ballots in the upcoming poll.

But KPN believed the DPT fiasco in which numerous eligible voters were prevented from voting in the recent (April 9) legislative elections because of irregularities in DPTs was likely to recur in the presidential election next July 8.

A Perppu allowing people to cast their vote by showing their KTPs or other identification papers, would accommodate people who somehow failed to be included in the DPTs for the July 8 poll, he said.

"If the KPU is serious in its efforts to get out the votes of a maximum number of eligible citizens in the presidential election , it should take the initiative to get the Perppu issued," Sumampow said.

After the Perppu is actually issued, the KPU must immediately put a mechanism in place for its implementation in the field to anticipate various problems, including possible abuses, he said. ***
