RI NEEDS TO IMPROVE PERFORMANCE IN INTERNATIONAL DIPLOMACY
Jakarta, July 2 (ANTARA) - Indonesia needs to prepare its human resources to improve its performance in international diplomacy, a senior diplomat said here on Thursday.
"Indonesia should prepare its human resources to improve bilateral, regional, and international diplomacy," former Indonesian Ambassador to the United Nations Makarim Wibisono said at a seminar on "Global Financial Crisis: Opportunities, Policies and Diplomatic Responses".
The seminar, attended by Defense Minister Juwono Sudarsono, was held at the Paramadina University campus here on Thursday.
On the occasion, the senior diplomat disclosed that the country was facing various obstacles in preparing qualified human resources who were able to conduct diplomacy and relations with other countries.
In addition, Makaraim explained that the country should be able to develop a new structure in the government to a bigger role at Asian and international levels.
He said Indonesia could adopt the institutional structure adhered to by a number of countries which played a strong diplomatic role such as Australia and Canada. The two countries applied the unification of the foreign ministry and foreign trade ministry.
Unlike Australia and Canada, Britain formed two big institutions at its foreign ministry which were managed by other department such as trade, industry, and economy.
"But Singapore gives the authority of its diplomatic relation to state economic board which is supported by all departments," Makarim said.
He also said the diplomatic process could also improve the economy by optimizing working methods and developing human resources business behavior in Indonesia with the involvement of related parties outside the foreign affairs ministry.
The former Indonesian envoy to the UN added that one of the challenges and threats to Indonesia and other countries around the world was the negative impact of the global economic crisis on diplomatic relations.***
