Loan agreement for China-Kyrgyzstan-Uzbekistan railway project signed

Bishkek, Dec. 17, 2025. /Kabar/. Deputy Chairman of the Cabinet of Ministers and Minister of Water Resources, Agriculture, and Processing Industry Bakyt Torobaev attended the signing ceremony of loan agreement to finance the China-Kyrgyzstan-Uzbekistan railway construction project.

The loan agreement was signed between China-Kyrgyzstan-Uzbekistan Railway Company LLC, a joint venture established by three countries, and syndicate of banks from the People's Republic of China, including the China Development Bank and the China Eximbank.

The total cost of the railway construction project is estimated at $4.7 billion. Approximately $2.3 billion will be provided by the Chinese side as a 35-year loan to the joint venture. The loan will be repaid directly by the company. The remaining US$2.3 billion will be contributed by the parties to the company's authorized capital in the following ratio: China (51%), Kyrgyzstan and Uzbekistan (24.5%) each.

Speaking at the signing ceremony, Bakyt Torobaev emphasized that, in accordance with the key provisions of the investment agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Joint Project Company, full financial support for the project was to be completed by December 20, 2025, and this commitment has been successfully fulfilled ahead of schedule.

"This achievement deserves high praise and clearly demonstrates the readiness of the Joint Project Company, established by the three countries, to implement large-scale international projects," he said.

In turn, Zhou Xing, General Director of China-Kyrgyzstan-Uzbekistan Railway Company LLC, stated that the Joint Project Company will focus on the efficient use of the funds raised and on ensuring the reliable and timely fulfillment of all obligations under the agreement.

The construction of the China-Kyrgyzstan-Uzbekistan railway is one of the most technically and engineeringly complex infrastructure projects in the region. The project includes the construction of 50 bridges and 29 tunnels with total length of 120 km. Thus, approximately 40% of the entire route will be bridges and tunnels. The total length of the railway in Kyrgyzstan will be 304 kilometers.

As a reminder, the official launch of the railway's construction was given on December 27, 2024, by the presidents of the three countries. At the time, Kyrgyz President Sadyr Zhaparov, Chinese President Xi Jinping, and Uzbek President Shavkat Mirziyoyev emphasized the strategic importance of this project for the development of regional connectivity and economic cooperation.
