IN 2010 ONLY 100,000 HA OF CRITICAL RIVER BASINS TO BE REHABILITATED
Bogor, Jul 21 (ANTARA) - The government, in this case the Ministry of Forestry, will only allocate the rehabilitation funds for 100,000 hactares of very critical river basins in 2010.
"Actually our target is for 500,000 hectares, with a funding of Rp2.7 trillion, but only 100,000 hectares had received approval," Forestry and Water Resources Conservation Director of the National Development Planning Board (Bappenas) Basah Hernowo said in Bogor Tuesday.
The fund is for the rehabilitation of 100,000 hectares of river basins, Basah said, the money will come from the forestry ministry's 2010 national state budget, while the remainder may have to be obtained from the Special Allocation Fund (DAK).
Actually the House of Representatives had approved of the additional funding for the rehabilitation of critical river basins from Special Allocation Fund. But a final decision from the finance ministry is still pending, he said.
A total of 60 river basins had been identified to have undergone a degradation process since 2000, due to expanding critical and arid land, forest tree fellings, and illegal loggings in protection forest land.
The forestry ministry itself has included 108 river basins on the priority list for rehabilitation in the next five years in the 2010-2014 period.
He said there is no other way to save the river basins in the country, except replanting and reforestation.
"The law requires that 30 percent of the river basins in the country must be green, but the fact shows otherwise. In Java alone, reforestation of the river basins had reached less than 30 percent," he said.
The minister has pointed out that an joint and integrated effort of all concerned is very crucial. Industries, regencies/cities, and provinces need to pay attention to river beds from upstream to downstream.
