India may have been acting under intnl law: US on NKorean ship

Washington, Aug 14 (PTI) Refraining from commenting over
the detention of a North Korean ship by Indian authorities, a
top US official Friday said New Delhi might have been acting
under international and domestic law.
"We've gotten some of the facts in the case, a North
Korean ship anchored in Indian territorial waters without
notification, without permission. When it was approached, it
didn't answer. It was acting suspiciously," said Philip S
Goldberg, Coordinator for Implementation of UNSC Resolution
1874.
"The Indian government then took action to bring it into
port," Goldberg told reporters at a special State Department
briefing on North Korea.
"The fact is that the Indian Government may have been
acting under international law. It may have been acting under
its own domestic law," he said.
Goldberg is leading a delegation next week to Asia as
part of US efforts to ensure implementation of the UN
Resolutions 1874 and 1718, which are aimed at curbing North
Korea's nuclear, missile, and proliferation activities.
He would be accompanied by representatives from the
Treasury Department, National Security Council, and the
Department of Defense.
He had previously visited China, Malaysia, Russia, and
the UN, and held meetings in Washington with the European and
other countries. On this trip, the US delegation will be going
to Singapore, Thailand, South Korea, and Japan.
Responding to a question, Goldberg said he does not have
any plan to visit India at this point of time, but there are
possibilities.
"As for a trip, not something that's been decided at this
point, but would leave open that possibility," he said. PTI
