Perm Motors Group presents new aircraft engines at MAKS show.
PERM, August 20 (Itar-Tass) - The Perm Motors Group on Wednesday
presented at the MAKS 2009 air show underway in Zhukovsky outside Moscow a
family of new generation aircraft engines for short and medium-range
planes.
The basic engine of the DP-14 family is designed for the new short and
medium range aircraft MS-21 and for transport planes. By the end of 2010
the Aviadvigatel company plans to create a demonstrational core engine. It
is planned to implement the project and take to the Russian and world
market the engine family of the 9-18 thrust class by 2015-2016.
The work on the project started several years ago, the first technical
requirements from the Yakovlev design bureau are dated 2007. Last June,
the Aviadvigatel plant that is part of the Perm Motors Group successfully
defended the concept of the creation of the advanced engine family.
According to chief designer of Aviadvigatel Igor Maksimov, "the
project is now at the stage of the creation of the scientific-technical
process stock and development of key technologies needed for the creation
of the advanced engine."
The advanced engine is being developed in wide-scale cooperation
between the leading engine building enterprises of Russia under the
guidance of the United Engine Building Company. In 2008, Aviadvigatel was
made the head designer of the engine family, and the Perm Motor Plant was
determined the main serial producer.
"Strict requirements are now set for the project regarding the
operational economy, cost of the life cycle, meeting the modern ecological
norms and emissions of hazardous substances," the chief designer noted.
Among the main advantages of the PD-14 engine compared with the modern
analogues are the specific fuel consumption lowered by 10-15 percent,
decrease of the life cycle cost by 15-20 percent and lower noise and
emission levels.

.Death toll of Sayano-Shushenskaya HPP accident rises to15.
SAYANO-SHUSHENSKAYA HPP (Khakassia), August 20 (Itar-Tass) - The death
toll from the accident at the Sayano-Shushenskaya hydropower plant has
risen to 15. Director of the Civil Defence Department of the Russian
Emergencies Ministry Sergei Shaposhnikov said at a working meeting that
"another body has been found 20 minutes ago." Thus, he noted, the total
number of fatalities in the accident is 15 at this instance and 59 are
missing.

.Romania ready to discuss bilateral relations with Chisinau.
CHISINAU, August 20 (Itar-Tass) - Romania is ready to discuss
bilateral relations with Moldova, as soon as a new government is formed in
Chisinau, Romanian Foreign Minister Cristian Diaconescu told journalists,
the Agerpres news agency of Romania reported.
"I am certain that after the formation of government structures in
Moldova we will be able to concentrate on the completion of the work on
the bilateral agreements in which the two countries' citizens are directly
interested," said Diaconescu.
Moldova insists on the signing with Romania of the State Border
Agreement. The republic remains the only neighbour of Romania with which
it has not signed the Border Agreement and the framework Friendship and
Cooperation Agreement. Talks on these documents have been going on for a
second decade already, however, under various pretexts made by Bucharest
are invariably deadlocked.
Relations between Bucharest and Chisinau aggravated back in 2007 when
Chisinau announced two staff members of the Romanian embassy to Moldova
persona non grata, as well as recalled the earlier given permission to
Bucharest to open additional consulates in the republic.
One of the reasons for this were public statements of the Romanian
president who said that more than half a million of Moldovan citizens
submitted applications for Romanian citizenship. Official Bucharest also
does not recognise the existence of the Moldovan language as identical to
Romanian, while Moldovan is the state language under the Constitution of
Moldova.
After the April 2009 mass disorders in the capital of Moldova in which
protesters ravaged the buildings of the Moldovan parliament and
presidential residence and hoisted above them flags of the European Union
and Romania, Chisinau accused Bucharest of interference in its internal
affairs. The Moldovan authorities introduced a visa regime on the border
with the neighbouring state and expelled the Romanian ambassador.
Moldova and Romania have experienced an extremely complicated
relationship since Moldova's independence in 1991. Pan-Romanianism has
been a consistent part of Moldovan politics, and was adopted in the
Popular Front of Moldova's platform in 1992. Romania's relations with
neighbour Moldova have been strained since 1994. Most of Moldova was part
of Romania during the interwar period and linguists generally agree that
the Moldovan language is identical to Romanian (and by almost all
accounts, the same as Romanian). Early signs that Romania and Moldova
might unite after both countries achieved emancipation from communist rule
quickly faded. Romania remains interested in Moldovan affairs, especially
that country's civil conflict with the breakaway republic of Transnistria.
However, the two countries have been unable even to reach agreement on a
basic bilateral treaty; Romania is insistent (against determined Moldovan
resistance) that such a treaty would have to refer to Romania and Moldova'
s 'special relationship.'
The Moldovan government instituted visa requirements for Romanian
citizens and closed the border between Romania and Moldova on April 7.
Moldovan students studying in Romania and international journalists were
not allowed to enter the country. The following day, train connections
between Romania and Moldova were cancelled for undefined period, because
of "technical" issues. Romania announced that it will not reciprocate on
the expelling of the ambassador and it will keep the same visa regime,
with free visas for Moldovan citizens. It also condemned as "arbitrary and
discriminatory" the new measures brought against Romanian nationals in
Moldova and has stated that the visa scheme was "reckless" and broke a
Moldova-EU pact.
