Saudi Arabia ready to admit Tajik labor migrants

DUSHANBE, August 25 (Itar-Tass) - Saudi Arabia may become a "haven"
for hundreds of Tajik labor migrants who have returned to their homeland
from Russia, due to jobs cuts, and failed to find decent employment in
their native country. On Monday, a Tajik commission left Dushanbe for
Riyadh. It is led by chief of Tajikistan's migration service, Colonel
Safiallo Devonayev.
The commission is expected to sign an interdepartmental agreement with
Saudi officials to regulate temporary employment of Tajik citizens, an
Interior official told Itar-Tass.
A year ago, a delegation of the Saudi national commission for
employing foreign workers visited Tajikistan in order to familiarize
itself with the local labor market.
In Tajikistan, with a population of seven million, of which more than
50 percent live below the poverty line, every-third able-bodied citizen
toils outside his native country, mostly in Russia.
According to Tajik Interior Minister Abdurakhim Kakhkharov, the number
of Tajiks in Russia exceeds 800,000. Kakhkharov made this figure public at
a recent meeting of Tajik and Russian interior officials.
Last year, the sum of remittances by Tajiks in Russia exceeded 2.2.
billion U.S. dollars, which is worth 2.5 times annual budget of
Tajikistan. At the same time, due to jobs cuts at Russian construction
companies, hundreds of young Tajiks returned to their Motherland, which
worsened the employment situation in the republic.
Aside from Saudi Arabia, Tajik authorities are studying labor markets
of other Gulf countries. Dushanbe pins some hopes on the implementation of
large projects to build hydroelectric power plants and the development of
promising oil and gas fields with the participation of Russian capital.
During Russian President Dmitry Medvedev visit to Dushanbe in July,
Moscow confirmed its commitments to participate in the construction of two
hydroelectric power plants in the east of the country. Moscow also
examines the possibility to join the efforts to complete the construction
of the Rogunskaya hydroelectric power plant with a rated power of 3,600
megawatt.
