MOSCOW, September 1 (Itar-Tass) - A Treaty on European Security is
called upon to close the loopholes that are made use of for destabilising the situation in Europe, Russian Minister of Foreign Affairs Sergei Lavrov points out in an article published in Rossiiskaya Gazeta on Tuesaday.
The
article is headlined "The Tragedy of the Second World War: Who is to
Blame?"
"But in the new conditions that give all grounds to forget about the
very possibility of a new war in Europe, events point to the existence of
a systemic problem with European Security," Lavrov pointed out.
"The main defect lies in the lack of an open collective security
system that would apply to the entire EuroAtlantic region," he emphasized.
" Even now, 20 years since the fall of the Berlin Wall, bloc-type,
confrontational approaches to ensuring security have not been overcome".
Following the August crisis in the Caucasus "It became clear that
irresponsible regimes are capable of resorting to military ventures which
render Europe a hostage of their selfish calculations and ambitions". In
so doing, they "use the objectively existing possibilities connected with
the fragmented nature of European security architecture," Lavrov goes on
to point out.
"A Treaty on European Security, the idea of which was suggested by
President Dmitry Medvedev in Berlin in June 2008 is called upon to bring
it (security architecture) to a common denominator -- which countries did
not manage to do either before or after the First World War -- and to
close loopholes that are made use to destabilise the situation on our
continent," Lavrov stressed.

ARKHANGELSK, September 1 (Itar-Tass) - The last radioisotope
thermolelectric generator (RITEG) is to be dismantled for reprocessing at
the lighthouse on Vaigach Island in the Arctic on Tuesday in completion
of the Russo-Norwegian programme in northern Russia, an official at the
information department of the administration of the Nenets Autonomous Area
(NAA) has told Itar-Tass.
The dismantling of the generator, which draws on the thermal energy of
radioactive decay, will be witnessed by Elizabeth Wallaas, State Secretary
at the Norwegian Ministry of Foreign Affairs, and administration officials
of Murmansk Region and NAA.
An aggregate of 179 RITEGs have been removed for reprocessing from
the coasts of Barents, White, and Kara Seas, and from the Novaya Zemlya
archipelago since 2001. The generator from the Vaigach Island lighthouse
is a 180th one. Most of the generators belonged to the Russian Navy and 27
to the Ministry of Transport.
In the estimate of specialists, RITEGs, which have served out their
service life, constitute both a hazard of radioactive contamination of
the environment and a hazard entailing proliferation of radiactive
materials, for they are kept at unguarded difficult-of-access lighthouses.
The power of the radio emission of unshielded generators is over
1,000 roentgen per hour. In Soviet times radioisotope sources of electric
power were widely used in navigational equipment. Their service life is 10
years.
Due to the Russo-Norwegian programme, all the used generators in the
seas of northern Russia were not only reprocessed but were also replaced
by safer alternative sources of power, using solar energy. For these
purposeses, Norway allocated more than $20 million.
Norway will continue to finance the replacement of RITEGs in the
coastal areas of Russia. Now that all the radioactive generators in
northern Russia have been replaced, dismantling efforts will shift to the
Baltic Sea -- to Leningrad and Kalinigrad Regions. Seventy-one generators
are to be replaced there.

MAKHACHKALA, September 1 (Itar-Tass) - A car bomb has wounded three
policemen at the traffic police post Severny (northern) here early
Tuesday. The incident occurred at 04:40 Moscow time, an official in the
press service of the Dagestan Ministry of the Interior has told Itar-Tass.
A field investigation team is currently at work at the scene, seeking
to ascertain the circumstances of the incident.
