Russia one of most important partners of S Korea - Presidential Council Head.

MOSCOW, September 7 (Itar-Tass) -- Russia is one of the most important partners of the Republic of Korea, the chairman of South Korea's Presidential Council, Kwak Seung-jung, said.

"This is why Presidents Lee Myung-bak and Dmitry Medvedev have set the
task of raising our relations to the level of strategic," he said in an
exclusive interview with Itar-Tass on Monday.
"In order to achieve this goal, it is necessary to constantly develop
our dialogue and interaction in all areas : We appreciate the position
assumed by Russia that supports us in the process of solving the North
Korean nuclear issue within the framework of the six-sided talks. This
position makes Russia a very important and irreplaceable partner for South
Korea in the international arena," the official said.
"The government of the Republic of Korea has set the task of
implementing the programme of 'three Silk Routes' connected with Russia:
railway, energy and green. The main arena for implementing the programme
will be Siberia and the Far East," Kwak said.
The first South Korean astronaut flew aboard a Russian rocket, and the
first carrier rocket Naro-1 recently launched by South Korea was designed
with the use of Russian technologies, he said.
"So Russia is a very important partner for South Korea not only
politically but also in the field of science and technology," Kwak said.
"In addition, our president attaches great significance to trilateral
cooperation between Russia, the Democratic People's Republic of Korea and
the Republic of Korea, and emphasises that a combination of Russia's rich
resources and fundamental technologies, South Korean capital and North
Korean labour will benefit everyone immensely, but the resolution of the
North Korean nuclear issue should be a necessary prerequisite for that."
"South Korean enterprises are involved in the preparation of the APEC
Summit in Vladivostok in 2012 mainly as contractors," he said. He cited
the modernisation of Vladivostok's airport and roads, the construction of
conference halls and medical centres as an example.
"As for joint projects in Olympic Sochi, we are ready for close
cooperation to prepare and hold this event. We are looking forward to
specific proposals of cooperation from Russia. As soon as we get them, we
will respond immediately," Kwak said.
Speaking of the preparations for the 20th anniversary of diplomatic
relations between the two countries, the official recalled the agreement
between the presidents of Russia and South Korea to hold Korean culture
festivals in Russia and Russian culture festivals in South Korea.
"In the second half of next year, Seoul will host a Russian-Korean
festival the main goal of which is to promote greater understanding
between Russia and South Korea and develop cooperation in all fields,"
Kwak said.
