SCO judges to discuss property rights protection in crisis.



BISHKEK, September 9 (Itar-Tass) - Chairmen of the Supreme Courts of
the member states of the Shanghai Cooperation Organisation (SCO) will
gather for a meeting in the Kyrgyz city of Cholpon-Ata (Issyk-Kul region)
on Wednesday.

Itar-Tass was told at the press centre of the Supreme Court of
Kyrgyzstan that the meeting participants intend to discuss issues related
to the protection of property rights "in the conditions of the global
economic crisis," as well as ensuring the protection of copyright, allied,
inventor's and patent rights "in the practice of consideration by courts
of criminal cases."
Besides, the heads of the Supreme Courts from Kazakhstan, Kyrgyzstan,
China, Russia, Tajikistan and Uzbekistan during the talks in Cholpon-Ata
will touch upon the issue of the development of "juvenile justice in the
SCO member states."
The meeting will end on September 10. Chairman of the RF Supreme Court
Vyacheslav Lebedev heads the Russian delegation at it.

.RF, Dominican Rep FMs to sign intergovernmental agts.

MOSCOW, September 9 (Itar-Tass) - For purposes of strengthening the
agreement-legal base of the bilateral relations Russian Foreign Minister
Sergei Lavrov and Foreign Minister of the Dominican Republic Carlos
Morales Troncoso will sign in Moscow on Wednesday intergovernmental
agreements on cooperation in the sphere of air service and on cancelling
visas for holders of diplomatic and service passports, Russian Foreign
Ministry spokesman Andrei Nesterenko said.
According to him, the central event of the visit of the Dominican
minister "is to be talks with Russian Foreign Minister Sergei Lavrov."
"Morales Troncoso also plans meetings and conversations with the
leadership of the State Duma lower house of parliament and Federation
Council upper house, St. Petersburg mayor's office, Patriarch of Moscow
and All-Russia Kirill," Nesterenko noted. "The visit's aim is to make the
political dialogue more active, establish mutually advantageous
cooperation in different fields."
The forthcoming talks are to "synchronize" the two countries'
approaches towards key problems of the present time. "Moscow and Santo
Domingo are interested in establishing effective interaction in the
interests of opposing new challenges and threats, first of all illegal
trafficking of drugs, smuggling of arms, trans-national organized crime,"
the diplomat added.
Apart from issues of political interaction, great attention "will be
paid the development of trade and economic ties." "The present trade
turnover of 20 million dollars doesn't correspond to the available
potential of our countries," the ministry's spokesman said. "There are
good perspectives for cooperation in the field of transport, energy,
tourism." Cultural and humanitarian ties occupy an important place in
bilateral relations. "The Russian side expects the Dominican authorities
to make a decision on presenting a plot of land to the Russian Orthodox
Church for the construction of a Russian Orthodox church, which is of
special importance with account of the fact that some 1,500 our
compatriots are living the Dominican Republic," Nesterenko said.
"Santo Domingo plays a noticeable role in Latin American processes, it
is member of the Rio Group troika, actively participates in the Caribbean
Community (CARICOM) and the Central American Integration System," he said.
"Closeness or similarity of positions of Moscow and Santo Domingo on many
world and regional issues , the mutual desire to constructively interact
within the framework of various UN bodies create a good foundation for
building up cooperation in international affairs," the official noted.
"Positive dynamics has shaped out of late in Russian-Dominican
relations," said Nesterenko. "The embassy of the Dominican Republic in
Moscow was opened in 2007. The Russian honorary consulate is working in
Santo Domingo since 1993," the diplomat stated. "The issues of the opening
of our diplomatic mission in the Dominican Republic are being considered,"
Lavrov said.

.Venezuela presid to arrive in Moscow for talks with RF presid, PM.

MOSCOW, September 9 (Itar-Tass) - President of Venezuela Hugo Chavez
is arriving in Moscow on Wednesday. During the two-day visit to the
Russian capital he will hold talks with Russian President Dmitry Medvedev
and Prime Minister Vladimir Putin.
According to RF presidential press secretary Natalya Timakova, the two
heads of state will sign an agreement on cooperation in the oil and
natural gas sphere. "There are plans for the conclusion of documents and
agreements on oil and gas cooperation, on ecology in the oil and gas
industry, and also an agreement between the Justice Ministries," she said.
However, Timakova added, no military-technological cooperation contracts
are on the agenda.
During the talks, Chavez told journalists in the run-up to his foreign
tour, the "will discuss important issues in all areas of cooperation:
economic, scientific, financial, military and technical spheres as well as
in scientific, technical and cultural fields." "We shall make headway in
setting up a joint bank, an investment development fund and a strategic
alliance between the state oil and gas corporation Petroleos de Venezuela
and Russian oil companies in the oil and gas industries as well as in
petrochemistry," the president noted. He stated that the sides would
examine cooperation in the development of the power industry, including
the use of nuclear energy for peace. "I mean a complex of various
relations with Russia," Chavez stressed.
"The participation of the Russian consortium in the development of
several blocks of the Orinoco oil belt is successfully moving ahead," he
said. Cooperation in this sphere "maintains its rhythm," despite the
global economic crisis, the president stressed. Russian investments in the
Orinoco oil belt regions will reach "dozens of billions of dollars,"
Chavez said.
He noted that in Moscow the parties will discuss issues of cooperation
in the electric power industry sphere, including the use of atomic power
for peaceful purposes.
The Venezuelan president is expected to meet students of Russian
University of Peoples' Friendship and speak at the Russian-Venezuelan
economic forum that will be held at the President Hotel.
On Tuesday, Chavez visited Belarus where he held talks with the
country's leadership. It was planned that the Venezuelan president would
deliver a lecture at the National Library on the situation in Latin
America. However, due to shifting of the schedule of his visit the
programme changed. It may also affect the programme of Chavez' stay in
Moscow.
