Far East, Siberia-among priorities of state's regional policy.
KHABAROVSK, September 8 (Itar-Tass) - The Russian Far East and Siberia are among the most important strategic priorities of the state's regional policy.
It is here that numerous innovations may emerge in the sphere of
production and business as well as new mechanisms of cooperation between
businessmen and authorities. It is here that real and rapid breakthroughs
may result, said on Tuesday Deputy Minister of Regional Development Sergei
Yurpalov, speaking at the Far Eastern International Economic Forum.
According to the deputy minister, the volume of per capita investments
in eastern regions of the country will top the Russian average by 120
percent by 2025. The strategy for the development of the Far East and the
Baikal area will help to ensure growth rates of the aggregate Domestic
Regional Product of the Far East and the Baikal area by 0.5 percent than
the Russian average even from 2011.
The federal targeted programmes "Economic and social development of
the Far East and the Trans-Baikal area till 2013" and "Social and
economic development of Kurile Islands (Sakhalin Region) in 2007-2015" are
the main instrument for implementing the Strategy.
Yurpalov emphasised that the federal targeted programme for the
development of the Far East and the Trans-Baikal area is being streamlined
now. It is planned in future to extend the period of its operation till
2018 with an increase in the volume of funding from the federal budget.
Besides, it is planned to include the Irkutsk Region in the number of
subjects of the Russian Federation where the programme is being translated
into life.
The Ministry of Regional Development scrutinizes a proposal by the
Yakutia Republic president on extending the period of the programme action
in compliance with the Strategy's operation period till 2020.
In the deputy minister's words, all the eastern subjects of the
Russian Federation provide for forming zones of outstripping economic
development. They include, for instance, a South Yakutia zone where a
major industrial hub will be formed. It will be engaged in deep processing
of minerals - gas, apatites, coal, iron and uranium ores and other
resources.
The Trans-Baikal area will include a Trans-Baikal industrial zone with
the development of the Trans-Baikal and Chara mining and metallurgical
complexes, woodworking industry, building industry and beef cattle
breeding. A biological Avachinsky agglomeration in the Kamchatka Peninsula
will be based on traditional specialisation of the region - catching and
processing of fish.
