Russian Pres arrives in W Urals city to take part in regional forum
ORENBURG, September 11 (Itar-Tass) - Russian President Dmitry Medvedev has arrived in the city of Orenburg, Western Urals, on a working trip, the main item of which is a Russian-Kazakhstani regional cooperation forum, due to be held Friday.
Before the beginning of the forum, Medvedev is expected to hold a
separate bilateral meeting with Kazakhstan's President Nursultan
Nazarbayev.
Also, the two presidents will visit the National Village cultural
center that consists of ten household compounds, each one representing an
ethnic group that lives in the Orenburg region - Russian, Tatar, Kazakh,
Ukrainian, Bashkir, Mordovian, German, Chuvash, Belaerussian, and Armenian.
Each compound houses a museum of ethnography, a library of national
literature and a cafй with national cuisine.
The same compounds have offices of newspapers published in ethnic
languages and offices of ethnic public organizations.
Annual forums bringing together representatives of regions located
along the Russian-Kazakhstani border have turned into a distinct feature
of Russian-Kazakhstani inter-regional and cross-border cooperation.
The first forum of governors of border regions, in which the Russian
and Kazakhstani Presidents took part, was held in April 2003 in the
West-Siberian city of Omsk; the second was held in May 2005 in
Chelyabinsk, southern Urals; the third took place in October 2006 in
Uralsk, northern Kazakhstan, the fourth, in October 2007 in Novosibirsk,
and the fifth, in September 2008 in Aktyubinsk, Western Kazakhstan.
A total of twelve constituent territories of Russia - the Republic of
Altai, the Altai territory, the Astrakhan, Volgograd, Kurgan, Novosibirsk,
Orenburg, Omsk, Samara, Saratov, Tyumen, and Chelyabinsk regions - have a
border with seven regions of Kazakhstan. Their list includes the
Aktyubinsk, Atyrau, East Kazakhstani, West Kazakhstani, Kostanau,
Pavlodar, and North Kazakhstani regions.
The territories located across the border have signed about 200
documents on cooperation that are appended with plans for joint events.
Cross-border trade accounts for 40% of Kazakshtan's trade turnover and
interregional trade, for more than 70%.
.Envoy says winding up of OSCE activity in Kosovo inadmissible.
VIENNA, September 11 (Itar-Tass) - Russian government believes it is
inadmissible to wind up activity of the Kosovo mission of the Organization
for Security Cooperation in Europe /OSCE/ for protection of the rights of
ethnic communities in the region, which may be wound up under the pretext
of a reduction of international presence in the region.
"Such steps that haven't been sanctioned by anyone are unilateral and
affect the general efficiency of the actions under the mission's mandate,"
Russia's ambassador to the OSCE, Anwar Azimov said Thursday.
He indicated that such steps undermined trust in the OSCE on the whole
among the Serbs and exert bad impact on the public image of the
organization.
Azimov spoke at a regular meeting of the OSCE Permanent Council in
connection with a report on the situation in Kosovo made by the head of
the OSCE Mission, Werner Almhofer.
"We proceed from the conviction that the Mission should be guided by
the tasks coordinated at the level of the UN or by the OSCE's major
documents rather than by intentions on the part of separate countries or
self-proclaimed Kosovan agencies of power," Azimov said.
The case in hand is the endorsed mandate of the Mission that clearly
stipulates the guidelines of its activity and the appropriate provisions
of the UN Security Council's resolution 1244.
"These documents say the OSCE Mission in Kosovo in cooperation with
the UN Mission /UNMIK/, which retains the top position among all other
international missions present there, must go on performing its functions,
including assistance to the rights of ethnic minorities, preservation of
Serbian cultural and religious heritage, and the beginning of a steady
return of refugees and internally displaced persons to the former places
of residence.
Azimov recalled that a 'package approach' to the reconfiguring of
UNMIK requires that all the international missions in the region,
including the OSCE mission must act strictly in the neutral key and
observe the prerogatives specified in the UN Security Council and its
resolution 1244 resolution.
Any other actions, including the Ahtisaari 'plan', facilitate
legitimization of Kosovos' "independence" that was proclaimed
illegitimately. They facilitate the rise of the region's "independence"
and "statehood" and violate the Mission's mandate crudely, Azimov said.
Time has shown that the unilateral proclamation of independence did
now work towards resolving of Kosovo's fundamental problems, he said.
The Kosovan quasi-state remains an unviable entity unable to function
independently, Azimov said, adding that the progress in reconciliation
between the Albanian majority and the ethnic Serb community has not recent
above the zero point, the territory of the region remains split on ethnic
grounds, and there are no signs to suggest that the situation may improve
any soon.
.Ukraine, Libya considering joint manufacturing of aircraft -- exec.
KIEV, September 11 (Itar-Tass) - Ukraine and Libya are considering a
possibility of joint manufacturing of aircraft, Dmitry Kiva, the
designer-in-chief of the Antonov Aviation Technologies Corporation told
Itar-Tass Thursday.
Assembling of the aircraft will be streamlined at a Libyan facility
that does the troubleshooting and repairs of aviation technologies, he
said.
"The case in hand is the assembling of small turboprops like
Antonov-28 or Antonov-38," Kiva said adding that a project of this kind
looks quite feasible.
Ukrainian authorities procrastinated for several years with the
issuance of a contract for three Antonov-74 jets, and Prime Minister Yulia
Timoshenko began efforts at the end of 2008 to regain trust of Libyan
partners.
She has visited Libya twice since the beginning of 2009.
Thanks to government financing, the aircraft factory in the northeast
city of Kharkov built the first Antonov-74 in the business version for
Libyan customers in May.
The second jet will be available at the end of 2009 and the third, in
the first quarter of 2010.
