Ukraine property foundation to auction Odessa port plant.

KIEV, September 29 (Itar-Tass) - The Russian Azot-Service Company, which is part of the SIBUR Holding, will take part in the privatisatiton of the Odessa port plant, Ukraine's monopolist in the transshipment of ammonia.

An auction to sell the enterprise is to commence at noon, Moscow
time, on Tuesday at the State Property Foundation. The event will be
broadcast on Ukraine's TV Channel One.
The starting price of the state block of shares is set at $500
million. However, the government is planning to gain about $1,000 million
for the facility.
The firms Frunze-Flora of Russian businessman Konstantin Grigorishin
and the Nortima of Ukranian tycoon Igor Kolomoisky will be SIBUR's
competitors.

.FC to consider 2009-2011 amendments to Fed budget.

MOSCOW, September 29 (Itar-Tass) - The Federation Council (FC) upper
house of the Russian parliament holds an extraordinary session on Tuesday
so as to promptly to consider anti-recession amendments to the Law on
Federal Budget for 2009 and for the 2010-2011 plan period.
The State Duma lower house of parliament passed the respective bill on
Friday. The FC Committee on Budget considered the bill on Monday and
recommended the House to approve it.
The amendments are directed to social protection of the individual
brackets of citizens and additional support for the real and banking
sectors of the economy.
Vice-Premier and Finance Minister Alexei Kudrin explained earlier that
the changes had become possible due to the fact that an additional revenue
to the 2009 budget had turned out to be greater than planned. Besides, a
certain saving had been effected with regard to some expenditure items.
The general amount of expenditure grows by 152,998.2 million roubles.
The budget deficit increases, accordingly, by the same amount to run at up
to 3,131,396.6 million roubles (7.7 percent of GDP).
It is suggested that additional appropriations, amounting to 141,776.6
million roubles, obtained as a result of economising, be channeled, in
particular, into support for the real sector of the economy, social
maintenance of individual brackets of citizens, and budgetary investments,
including those to the regions.

.Moldova PM travels to Brussels Tue for working visit.

CHISINAU, September 29 (Itar-Tass) - Moldova's Prime Minister Vlad
Filat travels to Brussels on Tuesday for a two-day working visit, during
which he is to hold talks with the leadership of the European Union (EU).
During his first trip abroad, Filat is expected to hold meetings in
the European Parliament, the EU foreign policy commission, and the
interparliamentary committee to discuss prospects for the development of
further cooperation between Moldova and the EU.
Filat told journalists prior to the visit that the new Cabinet
intends to step up cooperation with the EU and expects to get financial
assistance to offset the budget deficit that arose in connection with the
downturn and to further democratic reforms. Chisinau also favours the
start of a dialogue with the EU at an earliest date on liberalisation of
visa procedures for Moldovan citizens.

.Regisseur Dykhovichny to be buried at Novodevichy cem.

MOSCOW, September 29 (Itar-Tass) - Prominent regisseur and actor Ivan
Dykhovichny, who died in Moscow on Sunday, September 27, at the age of
62, is to be buried at the Novodevichy Cemetery here at 13:30.
Prior to the funeral ceremony, a burial service is to be held in the
Cemetery's Dormition Cathedral at noon in the presence of relatives,
friends, and colleagues, the family of the deceased told Itar-Tass.
The passing of Ivan Dykhovichny is a great loss for the domestic
cinematography and theatre. Son of the famous playwright and songwriter
Vladimir Dykhovichny, Ivan graduated from the acting department of the
Shchukin Theatre School and was soon invited by Yuri Lyubimov to the
Taganka Theatre, where he worked for ten years, portraying a lot of
unforgettable characters in the plays of classics and contemporary
dramatists. Over there, he made friends with Vladimir Vysotsky who once
dedicated to him his famous song about "Vitka (Viktor) Korablyov and bosom
friend Vanya Dukhovichny".
Then Ivan acquired a passion for cinematography and made such famous
films as Chyorny Monakh (The Black Monk), Kopeika (copeck), Prorva
(Glutton), Vdokh-Vydokh (inhalation-exhalation), and finally Europe-Asia
(2009) which is still little known to people.
Ivan Dykhovichny is also well-known to millions of television viewers
as the host of many a popular TV programme and the author of several TV
documentaries.
