United States shows interest in joint use of Gabala radar.

WASHINGTON, October 8 (Itar-Tass) - The United States believes that
Moscow's proposal to build new security architecture should be discussed
at the OSCE and within the framework of the Russia-NATO Council.
The U.S. Undersecretary of State for Arms Control and International
Security Affairs Ellen Tosher told the Atlantic Council on Wednesday that
the Russians should discuss the matter at the OSCE and at the Russia-NATO
Council. She said the level was high enough to influence the state of
things in that sphere.
The Russian initiative provides for the conclusion of a new legally
binding European Security Treaty.
The U.S. undersecretary of state also said that the United States was
interested in studying Russian proposals on a joint use of Russian radars
in Gabala and near Armavir, which Russia put forward in 2007 and 2008.
Apart from threats coming from the Middle East the United States would
like to work with Russia in other spheres of early warning. Ellen Tosher
emphasized that despite the fact that the Americans hoped for progress and
stronger cooperation with Russia in missile defense, they were unlikely to
do that at the expense of the U.S. security and the security of their
allies.
Since the United States has changed its approach to the AMD system in
Europe, Moscow now understands that its deployment won't threaten Russian
forces of nuclear deterrence. Ellen Tosher said the United States wanted
real cooperation with Russian missile defense.
In her answer to a question asked by Itar-Tass correspondent, the U.S.
undersecretary of state said that a large delegation would accompany the
U.S. Secretary of State Hillary Clinton on her visit to Moscow. The U.S.
team will include Missile Defense Agency General Patrick O'Reilly. He will
brief his Russian partners on missile defense issues. Ellen Tosher will
have a separate meeting with the Russian Deputy Foreign Minister Sergei
Ryabkov with whom she co-chairs a working group for arms control and
international security within the framework of the bilateral presidential
commission.


.Gazprom interested in gas projects in Latin America.

BUENOS AIRERS, October 8 (Itar-Tass) - A Gazprom delegation is
attending the 24th World Gas Conference in Buenos Aires. Alexei Miller,
the chairman of the board of directors of the Russian gas monopoly, told
reporters on Wednesday that Gazprom was discussing specific issues of
cooperation in the Latin American gas market.
He said that more global problems and projects were being discussed in
Buenos Aires than at the previous world gas conference in Amsterdam in
2006.
"While staying in Argentina we have a meaningful discussion of
cooperation issues linked to the Latin American gas market. We were
pleasantly surprised by prospects of cooperation, that are concrete and
meaningful, with companies that are already players in the Latin American
gas markets," the Gazprom head said.
"We are already working with Venezuela and have laid down a good
foundation for a start of talks with Bolivia. Argentina's market is
undoubtedly interesting, especially in view of the increasing demand in
electric energy," Miller went on to say.
He added that geological prospecting was the subject of talks with
Venezuela and Bolivia.
Other projects in Latin America include gas transportation systems and
liquefied natural gas.
Alexei Miller said that talks were under way for setting up a joint
venture in Bolivia with the French Oil Company Total.
Miller said Gazprom had what to offer in a project for building a gas
pipeline from Bolivia to Argentina. "We will see how this project will
develop," he said.


.CIS summit to discuss world economic crisis on Oct 9.

MOSCOW, October 8 (Itar-Tass) - The world financial and economic
crisis and how to overcome its negative consequences will dominate the
agenda of the forthcoming CIS summit in Chisinau on October 9.
"Unfortunately, the crisis is not yet over and despite some positive
shifts continues in the CIS countries. It will apparently take a much
longer time to overcome it completely and, consequently, the question of
getting over its negative consequences remains urgent," Sergei Lebedev,
the CIS executive secretary and chairman of the CIS Executive Committee,
said in an interview with the Mir interstate television and radio company.
He said that crisis was the number one topic at the previous summits
of the heads of government and at the last year summit of the heads of
state and would be central at other economic forums, including meetings of
the Economic Council.
Lebedev said that Russian Vice-Premier and Prime Minister Alexei
Kudrin was expected to present a draft plan of joint anti-crisis measures
to the CIS heads of state.
"We hope that this plan will be endorsed by the heads of state who may
make proposals to finalize the draft. It will later be submitted to the
CIS heads of government who will meet in Yalta on November 20," Lebedev
stressed.
