RF-China cross-border coop is good neighbourliness basis-view.

SUIFENHE (Heilongjiang province, Northeast China), October 9
(Itar-Tass) - Cross-border cooperation of Russia and China forms a
material foundation for their good neighbourly relations, Russian Vice
Prime Minister Alexander Zhukov said here on Friday at the opening of the
second forum of political parties of Russia and China.
Mentioning the considerable interaction experience accumulated by the
Communist Party of China and the United Russia party, he noted that the
"most important element of this work is the use of inter-party -
horizontal ties - for the intensification of relations between territories
in various spheres - in agriculture, industry, energy, in the promotion of
innovation technologies and in many other spheres." "Such relations,"
Alexander Zhukov stressed, "create a material foundation for good
neighbourliness between our countries and directly influence the formation
of the atmosphere of friendship, equal and trust-based partnership of
Russia and China."
The participants in the second forum of political parties of Russia
and China that opened in Suifenhe on Friday are discussing issues of the
current state of affairs and prospects for the development of economic
cooperation between the two countries' bordering areas.
The forum, a bi-annual event co-sponsored by the CPC and the United
Russia Party, is an important part of the "State Year" programme between
China and Russia. The first forum was held in Moscow in May 2007.
