Russia elections prove dominant positions of United Russia.

MOSCOW, October 12 (Itar-Tass) -- The elections, which were held in 75
Russian regions on Sunday, confirmed again stable positions of the United
Russia Party.
The Russian ruling party gained the highest percentage of
votes at the elections of all levels.
According to observers, this fact points to a stable and sustainable
political system in Russia.
"The elections were recognized valid and were well organized with a
quite high turnout," Central Elections Commission Chairman Vladimir Churov
summed up the results of the Sunday elections. "No crises affected the
elections and its results," he noted. He called Internet messages about
alleged rude election law violations as "the moral pressure during the
vote count."
According to the preliminary results, United Russia has won most seats
in three regional parliaments - in Moscow, Mari El and the Tula region.
United Russia gained 67% of votes in Mari El, over 56% in the Tula region
and about 63% in Moscow so far.
The Communists were elected with a quite sufficient percentage in all
three parliaments. This fact shows that the Communists can consider
themselves as the major opposition party.
The Liberal Democratic Party passed the 7% election hurdle in Mari El
and Moscow and are about to overcome the election threshold in the Tula
region. The Just Russia Party will most likely win several seats in the
Tula regional legislature, while Just Russia's passing the hurdle in Mari
El and Moscow is in question so far.
Meanwhile, the non-parliamentary parties have slim chances for deputy
seats. However, Yabloko, which was represented in the Moscow City Duma,
gained over 5% in Moscow so far.
The Central Elections Commission pledged to make public the full
preliminary results on Monday morning.

MOSCOW, October 12 (Itar-Tass) -- United Russia, the Communists and
the Liberal Democrats are winning the elections in the Moscow City Duma,
after over 24% of protocols have been counted. United Russia gained 63.46%
of votes, the Communist Party - 13.95%, the Liberal Democratic Party -
7.05%, the Moscow city election commission said.
Just Russia - 5.71%, Yabloko - 5.04% and Patriots of Russia - 3.2%
have not passed the 7% election hurdle so far.
United Russia had 29 seats, the Communists - four seats and Yabloko -
two seats from 35 deputies in the Fourth Moscow City Duma.
The turnout has made about 34%. "It is perfect for the parliamentary
elections," Speaker of the Fourth Moscow City Duma Vladimir Platonov told
reporters.
.United Russia candidate reelected as Yuzhno-Sakhalinsk mayor.
YUZHNO-SAKHALINSK, October 12 (Itar-Tass) -- United Russia member
Andrei Lobkin was elected for the second term as Yuzhno-Sakhalinsk mayor.
He gained 58.57% of votes. The city election commission announced the
preliminary results, after all votes had been counted.
The Yuzhno-Sakhalinsk electorate numbers 132,000 people. 28.4% of
voters participated in the mayoral elections.
Four candidates were running for mayor of the city. A deputy of the
Sakhalin regional Duma O Tin Ha nominated from the Communist Party ranked
second. He polled 21.37% of votes. Candidate from the Liberal Democratic
Party Yuri Shapovalov came third with 10.37%.
.Elections prove most voters support United Russia.
MOSCOW, October 12 (Itar-Tass) -- The Russian elections proved that
most voters support the United Russia Party in contrast to other parties,
the United Russia leadership believes. "The most important thing that the
elections showed that the United Russia Party gained the support of voters
amid the crisis," deputy secretary of the United Russia General Council
Presidium Andrei Isayev believes.
He noted that United Russia has won the elections with over 60% in
Moscow, over 70% in Mari El and over 50% in the Tula region. "We won in
the Vladimir region, where the governor is a Communist party member," he
said.
Isayev believes that the party's victory is caused by the fact that
since its foundation United Russia was doing concrete work.
Isayev considers it meaningful that "the Communist Party is running
second." "As for Just Russia its ambitions for coming second proved to be
unconvincing," he noted. "Amid the crisis voters absolutely misunderstood
Just Russia, people could not understand whether to consider it a moderate
or tough opposition, and they preferred the Communists," he remarked.
"We witness the deepest crisis on the Liberal wing. The Liberal wing
is split strongly, they are wasting much effort for the struggle with each
other," Isayev believes. "Listen to Yabloko's criticism towards Right
Cause, and Right Cause towards Yabloko - no other agitation against these
parties is needed," he underlined.
The defeat of the rightist forces in Moscow is particularly
illustrative in this respect, he said. "You cannot find other cities, but
Moscow and St. Petersburg, which are more inclined to support the rightist
forces. If their suffer defeat here their situation is bad," Isayev
believes.
