Russian, Tajik leaders to hold talks, sign joint statement.
MOSCOW, October 22 (Itar-Tass) - The stepping up of economic
cooperation will top the agenda of talks between Russian President Dmitry
Medvedev and Tajik leader Emomali Rakhmon on Thursday. The two leaders
intend to sign a joint statement after their negotiations.
Tajikistan's Rakhmon, who arrived in the Russian capital on October
22-23, is on a state visit. "A state visit is the highest form of
international contacts in the diplomatic protocol. As a rule, the head of
a foreign state is received on a visit of such rank only once during his
tenure," the Kremlin press service said.
"Until now, there have been no state visits in the history of
Russian-Tajik relations," it said.
An official visit of Tajikistan's president to Russia took place in
April 1999, when a treaty of allied interaction, oriented toward the 21st
century, was signed.
In October 2004 and August 2008, the Russian president made official
visits to Tajikistan.
The Kremlin believes that Rakhmon's current visit "will continue the
development of regular and active Russian-Tajik political dialogue at top
level," because this year alone, the leaders of the two countries met six
times in different formats."
On Wednesday evening, Medvedev and Rakhmon had an informal talk in the
presidential residence outside of Moscow.
On Thursday, the presidents will hold negotiations in which the
delegations of the two countries will participate. An official state
reception on behalf of the Russian president will take place in honor o
the Tajik leader, which is a mandatory part of state visit's protocol.
"The parties are expected to consider the key issues of bilateral
cooperation, determine the moves toward further development of allied
relations and strategic partnership between Russian and Tajikistan," a
Kremlin official said.
One of the key items on the agenda is the stepping up of economic
cooperation.
The Kremlin said among the key fields of cooperation is hydroelectric
power generation. The Sangtudin hydroelectric power plant is a symbol of
mutually advantageous cooperation.
At present, Russian specialists are working through plans to build
small and medium hydroelectric power plants on mountainous rivers of
Tajikistan.
Russian companies also have projects in Tajikistan's oil and gas
sector and the mining industry, on the market of telecommunications and
new technologies and the traditional sectors of bilateral economic
cooperation - construction, transport, production of foodstuffs and food
processing.
The Kremlin noted that "Russia and Tajikistan have traditional close
ties in the cultural and humanitarian fields." They are implementing
several large projects. For example, the Education Ministries coordinated
supplies of Russian scientific-methodological literature and fiction to
Tajikistan.
Under the federal goal-oriented program "Russian Language," 25,000
books will be supplied to Tajikistan, including 8,000 to the school under
the Russian-Tajik (Slav) University in Dushanbe."
The Russian World Foundation will replenish Tajikistan's libraries
with works by Russian classics.
In September, a branch of Moscow's Lomonosov University was opened in
Dushanbe.
The Moscow State Energy Institute and the Moscow Institute of Steel
and Alloys also plan to open their branches in the Tajik capital.
Medvedev and Rakhmon will continue their regular exchange of opinions
on the pressing intentional issues, including interaction within the
framework of the Commonwealth of Independent States, the Eurasian Economic
Community, the Collective Security Treaty Organization, the Shanghai
Cooperation Organization, and coordination of efforts in counteracting
challenges and threats from international terrorism, transnational
organized crime, and drug trafficking.
"The development of allied relations between Russia and Tajikistan
plays an important role in the strengthening of peace and security and
Central Asia. The deployment of the 201st Russian military base is a
serious stabilizing factor in the region," the Kremlin said.

pay a visit to the Moscow State University, and the institute of Oriental
