EU special summit to seek way out of crisis -- dipl' source.
LUXEMBOURG, October 27 (Itar-Tass) - The European Union (EU) has to
convene a special summit to look for a way out of the institutional
crisis, a European diplomatic source said here on Monday on the sidelines
of the first day of the EU Foreign ministers' meeting. The source said the
summit would be, most likely, held in Brussels in mid-November.
The only subject of discussion at the summit will be the problem of
the entering into force of the Treaty of Lisbon, which has been up to now
blocked by the Czech Republic, and the formation of new European
institutions, including a discussion of candidacies for the positions of
the first president of the EU and the supreme commissioner for foreign and
security policy (an-all European minister for foreign affairs). Both posts
are instituted by the Lisbon Treaty.
The EU leaders are also to specify the scope of the new European
officials' powers that have not been specified in the Lisbon Treaty in
full.
So, until the yearend, EU summits will be held every month.
.RF, India, PRC FMs to coordinate stands on Afghan issue.
BANGALORE, October 27 (Itar-Tass) - The 9th ministerial meeting of
Russia, India, and China (RIC) is to be held in this city in India's south
on Tuesday. It will be attended by Sergei Lavrov, Russian Minister of
Foreign Affairs, who is currently on a short Asian tour.
Upcoming discussions will focus on Afghanistan's highly important
current problems. Russian Foreign Ministry spokesman Andrei Nesterenko
emphasized when speaking ahead of the talks, "In the light of the still
obtaining extreme instability in Afghanistan, the Ministers are to discuss
the Afghan problems in specific detail with an eye to working out common
approaches by the three countries, including the coordination of efforts
to counteract the threats of terrorism and drugs trafficking, the threats
that emanate from that country, and with a view to giving assistance to
the economic rehabilitation of Afghanistan".
Nesterenko said the Ministers would also discuss the problem of
"energy sufficiency, a reform of the UN, Iran's nuclear programme,
interaction within the scope of the Shanghai Cooperation Organization, and
the situation on the Korean Peninsula".
The diplomat pointed out, "During a discussion of trilateral
cooperation it is planned to sum up the results of the past year and map
out further steps to stimulate work in various fields". "As a result of
the RIC Foreign Ministers' meeting, it is planned to adopt a joint
communique which is to reflect prospects for cooperation within this
format and the approaches of the three countries to the solution of
international and regional problems," Nesterenko pointed out.
On the whole, in an estimate of the RIC format, the RF Foreign
Ministry spokesman referred to it as "a mechanism for foreign-political
interaction and practical cooperation on the basis of the interests of the
three countries, which are strategic partners for one another".
The RF Foreign Minister has arrived here from Colombo where he held
meetings with the Sri Lankan leadership.
.Five die in Falcon plane crash near Minsk.
MINSK, October 27 (Itar-Tass) - Five people have died in a crash of
the light plane Falcon near Minsk.
An officer on duty at the Belarus Ministry for Emergencies (BME) has
told Itar-Tass, "Three crewmembers and two passengers died on Monday night
as a result of a crash of the plane Falcon when it was approaching the
national airport of Minsk". The duty officer confirmed that the plane,
belonging to the S-Air Company had taken off from Moscow's Vnukovo airport.
"The area of the crash is cordoned off. Relevant services are busy
specifying the national identities of the crash victims," the BME officer
said.
.RF Vice-Premier Zhukov to attend realty fair in Barcelona.
MADRID, October 27 (Itar-Tass) - Russian Vice-Premier Alexander Zhukov
arrived in Barcelona on Monday to attend a major real estate fair.
On Tuesday, Zhukov is to meet with Barcelona Mayor Jordi Hereu i Boher
and will then take part, together with Spanish Minister of Housing Beatriz
Corredor, in the central events of the fair, at which 2009 has been
declared to be the Year of Russia.
In this connection a large display stand of Russia has been arranged
at the fair to feature the most vivid real estate projects in various
Russian cities.
Along with professional meetings, an international symposium is to be
held in Barcelona to discuss the latest tendencies on the world real
estate market, development of the municipal economy, and investment
programmes in this sector. There will be also a show of the newest
achievements of the building industry.
