One-stop-shop service centres enlarge the range of their services
Astana, 29 July (Khabar) - A special commission on the improvement of the work of one-stop-shop service centres is going to be founded in Kazakhstan.
This instruction was given by the Prime Minster at an extended sitting of the government.
Prime Minister watched the new informational technologies that are used in one-stop-shop service centres and listened to report about functioning of centres. 260 one-stop-shop service centres render about 25 types of services and it is planned to enlarge the range of their services to 57.
Zagipa Baliyeva, Justice Minister of RK: - From 2009 we plan to register permission documents for export and import of goods in one-stop-shop service centres and we are forming the electronic archives of list of real estate. Industrial exploitation of this system will allow to scan electronically all documents that are kept on paper and carry out the judicial expertise in electronic format. All this will noticeably reduce the terms of registration of rights for real estate.
This year, the centres have provided over 2 million services. About 100 such centres are to be opened on the basis of the "Kazpost" JSC departments by the end of this year. The Justice Minister Zagipa Baliyeva said the number of centres will be increased to 148 in 2009 but representatives of the "Nur Otan" party have said it is necessary to improve the work of the one-stop-shop service centres.
The members of "Nur Otan" party considered the complaints of citizens for work of one-stop-shop service centres for over 3 months. Oralbai Abdykarimov, chairman of Public council on corruption fighting under "Nur Otan" party has told centres render services for two days.
Vladimir Levin, an expert from the commission on human rights under the President of the Republic mentioned the continued problem of bribe taking in the service centres. Representatives of non-governmentalorganizations (NGOs) and international experts have already given their suggestions on improving the functioning of the one-stop-shop service centres.
They think it is first of all necessary to raise the salaries ofthe centre employees and train the personnel. Also, law enforcement bodies should inspect the grey market for services.
Sergey Pizikov, director of USAUD project on improvement of business in Kazakhstan:- I think the problem is in inter relations of employees of one-stop-shop service centres with operators, state structures that supply the employees with services.
In reality, the reason of ineffective work of one-stop-shopservice centres is in untimely delivering of documents by state structures.
Joseph Donei, head of project "Improvement of lawful base of entrepreneurship", financed by EU: - The employees comprehend how to work with population, with difficultclients. I think professionalism of one-stop-shop service centres must be raised due to increasing of salary.
Zagipa Baliyeva has said the issue of raise of salary of employees ofone-stop-shop service centres is being discussed by the republican budget commission.
The Prime Minister has asked for an investigation into thecorruption and for the guilty to be punished. The regional heads together with representatives of the mass media are invited to visit the service centres and examine their operations.
Karim Massimov, Prime Minster of RK:- When someone goes up to a window and then goes away unsatisfied, he thinks the authorities are working ineffectively. We must therefore prove that the government, the Justice Ministry and the one-stop-shop service centres are trying to render the most convenient services. I have taken the decision to found a commission with a term of operation of 30 days and Mrs Baliyeva will head it.
The Prime Minister will personally control the work of the one-stop-shop service centres. At the end of August, Karim Massimov will hold a government meeting taking into account today's suggestions and wishes.
