Arab Summit/ Arab Officials, Political Analysts to QNA: HH the Amir's Participation in Algeria Summit Highlights Qatar's Active Diplomacy in Support of Arab Action
Arab Capitals, October 31 (QNA) - Ministers, officials and political analysts from various Arab countries underlined that the active participation of the State of Qatar in the 31st Arab Summit in Algeria is an extension of its unremitting efforts to promote joint Arab action under the leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani, noting that Qatar's high level representation in the Arab Summit affirms the continued efforts of Qatar's active diplomacy and its approach aimed at strengthening the unity of the Arab ranks to confront the dangers facing the Arab nation.
In exclusive statements to Qatar News Agency (QNA) from several Arab capitals, politicians and analysts noted the importance of the Qatari role in resolving the crises facing the Arab world; and the role that the State of Qatar is expected to play in cooperation with Algeria and brotherly Arab countries in this summit to launch initiatives with the aim of restoring pan-Arab relations and giving an important impetus to promoting joint Arab action.
In this context, Sudanese Minister of Culture and Information Dr. Graham Abdel Qader praised Qatar's great role in regional and international forums in support of international peace and security, and its appreciated efforts in achieving security and stability and resolving conflicts in the Arab region and the world.
The Sudanese Minister of Culture and Information valued Qatar's supportive positions to his country in regional and international forums, which reflect the keenness of the State of Qatar to support its Arab brothers. He stressed the strength of relations between the two countries which provides promising opportunities for further rapprochement, joint cooperation and exchange of benefits to serve the peoples of the two countries.
Dr. Graham Abdel Qader said that Sudan relies a lot on the role of the State of Qatar and the Arabs in general to support its causes, adding that the State of Qatar is one of the countries that have made valuable contributions to support Sudan's security and stability. He looked forward to consolidating the bilateral relations in a way that enhances peace, stability and development in the country.
For his part, former Deputy Prime Minister of Jordan, Dr. Jawad Anani, underlined that HH the Amir Sheikh Tamim bin Hamad Al-Thani's participation in the Arab Summit in Algeria comes within the framework of the active role of the Qatari policy in strengthening Arab solidarity, supporting the nation's issues and achieving the aspirations of the Arab peoples.
In an exclusive statement to QNA, Dr. Anani added that the State of Qatar has always been present in all Arab summits and has not boycotted any Arab meeting that enhances solidarity and joint action, therefore, it enjoys wide Arab and international respect and appreciation.
The State of Qatar has been known for its keenness to be a positive, active and constructive party at the regional and international levels, through its balanced and distinguished political and economic relations at the bilateral and multilateral levels, Anani said, adding that the State of Qatar seeks to be an arena for dialogue and discussion between different parties to disputes, not to be a party to these disputes.
He praised the tremendous achievements made by the State of Qatar under the leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani, including conflict resolution and creating an atmosphere of security and stability in the world, the latest of which was its historic role in the Afghan peace talks and its active and influential participation in the evacuation operations from Afghanistan, in addition to its role in the peace agreement in Chad.
Dr. Anani also pointed to Qatar's broad humanitarian role in extending a helping hand during crises and disasters through its humanitarian and charitable institutions and associations, and its active participation to support access to quality, safe and equitable education in emergency situations and in conflict and crisis areas.
Meanwhile, President of the Qatar-Algeria Parliamentary Friendship Group in the Algerian People's National Assembly Yahi Ali underlined that HH the Amir Sheikh Tamim bin Hamad Al-Thani's participation in the 31st Arab Summit in Algeria affirms his support for the Algerian endeavors to make this summit a success, and a practical confirmation of Qatar's keenness, under the leadership of HH the Amir, to strengthen Arab solidarity in the face of the current challenges.
In Beirut, former Lebanese Foreign Minister Adnan Mansour said in an exclusive statement to QNA that HH the Amir Sheikh Tamim bin Hamad Al-Thani's participation in the Arab Summit in Algeria adds importance to the Summit given the important role carried out by the State of Qatar in resolving many Arab issues and crises.
Mansour called for unifying Arab ranks and resolving Arab differences to face challenges.
He noted that the State of Qatar enjoys an Arab presence that enables it to work with other Arab parties to strengthen the unity of the Arab ranks, pointing to its success in bridging the gap between the Lebanese parties and reaching the 'Doha Agreement' in 2008.
In a related context, Secretary General of the Council for National Unity Parties in Sudan, Aboud Jabir Saeed, said in his statement to QNA that Sudan appreciates the influential Qatari role regionally and globally, especially its role in achieving peace, stability and ending conflicts.
"The people of Sudan appreciate the influential role of the State of Qatar in world peace and the high expertise and experience it has gained, making it a global model to be emulated," he said, adding "we look forward to benefiting from these successes to achieve development, build consensus and transition to lasting stability".
Jordanian strategic expert and professor of Political Science at the Hashemite University in Jordan, Jamal Al Shalabi, said that the participation of the State of Qatar in the 31st Arab Summit in Algeria is a continuation of the important role of the active Qatari leadership and its keenness on participating in the joint Arab action that activate the Arab League's role in coordinating Arab positions on various internal and external challenges, and its tireless pursuit of reviving Arab solidarity.
He added that Qatar's high level representation at Algeria Summit raise hopes for an effective Arab interaction with difficult and complex issues, especially since the Algerian leadership trusts the role of the State of Qatar and its effective and influential diplomacy on the regional and international arenas, and its tireless efforts to resolve crises in the Arab region.
The Jordanian strategic expert emphasized that the State of Qatar, under its wise leadership, and its relations with influential countries in the region and the world, can actively and effectively contribute to the success of Algeria Summit after two crises that affected the Arab world - the COVID-19 pandemic and the Ukrainian war. He also referred to the Qatari role in supporting the stability of the global energy market under the current conditions.
Political analyst and professor of political science at Al-Ummah University in Gaza, Husam Dajni, expressed his confidence that the State of Qatar, under the leadership of HH the Amir, will have an influential role in the Arab Summit in Algeria, in continuation of its important and constructive efforts in various Arab files.
He said that Qatar is an active state in the international scene, and its active presence in the Arab Summit will be positively reflected on the outcomes of the summit at various levels, whether related to development, energy or political files, especially the Palestinian issue. He noted high expectations of Algeria Summit and of the role of Qatar on all pending files.
In the same context, Lebanese political analyst Tawfiq Shoman believed that Algeria's chairmanship of the Arab Summit opens up a remarkable space for coordination with the State of Qatar, noting that the relations between the two countries are distinct and stable on firm bases and has been witnessing a continuous development, which will have a positive impact on the summit.
He added that Algeria Summit comes at an important time amidst critical circumstances, during which the State of Qatar may have a prominent role in promoting the Arab joint action.
He considered convening the summit an important achievement with the presence of many thorny Arab files, such as the Palestinian issue and the crises in Yemen, Syria, Lebanon, Iraq and Libya.
For his part, professor of political science and international relations at the University of Algiers, Dr. Ridwan Bouhadil, stressed the importance of HH the Amir's participation in the Arab Summit given the prominent role of the State of Qatar at the international and regional levels and its active and influential presence in dealing with many files.
The significant role of the State of Qatar was also emphasized by Professor of Media and Communication at the University of Algiers Dr. El-Eid Zoghlami, saying that the State of Qatar enjoys a global diplomatic, political and media weight, and has succeeded under its wise leadership in employing its capabilities in serving its people and the issues of its nation, which is what makes HH the Amir's attendance at this summit very important.
For his part, Director of the Al-Quds Center for Political Studies in Amman Oraib Al Rantawi said that the Qatari policy is historically balanced and has always aimed at dialogue instead of exchanging accusations, in addition to its tireless work to resolve Arab disputes.
Al Rantawi pointed to the various initiatives launched by the State of Qatar with the aim of resolving differences at the Arab level, including the initiative to unite the Palestinian factions and the Palestinian position, in addition to its positive role in support of the Algeria Declaration, which was reached among 14 Palestinian factions recently.
He also noted the Qatari efforts in settling disputes and calming tensions at the international levels with its great political experience, which gives Qatar today the responsibility to employ this accumulated experience in the Arab region to resolve disputes in particular and to always take the initiative.
On the other hand, professor of international relations at the University of Dhi Qar in Iraq Dr. Najm Al Ghazi underlined that Qatar has a pivotal role in the region, and it actively contributes to resolving many issues in the Arab world, adding that Qatar enjoys wisdom and the rationality in its policies and in its international relations which helps play a major role in solving many of the current problems.
In a similar statement to QNA, Iraqi political analyst, Razzaq Al Aboudi, said that current regional and international challenges, on top of which is the Russian-Ukrainian war and the challenges of food and energy security, make it imperative for the Arab leaders at the 31st summit to come up with results that enhance their unity to confront these challenges.
He believed that the State of Qatar and countries with a moderate strategy will have a major role in this summit, to put forward strategies that would come up with results that serve the Arab community and limit its crises.
Ali Al Lafi, a Tunisian political analyst and specialist in Arab affairs, said that everyone knows that Qatar has never boycotted the Arab summits, and it is keen to attend at the highest level, believing in the importance of Arab solidarity and joint Arab action, and because of its active role in the regional and international arenas, especially in settling disputes.
He noted that the current efforts to address crises and divisions can rely on the Qatari experience which has previously succeeded in the Lebanese file, the Afghan file, the Sudanese file, and in the reunification of Palestinian factions, among others.
The State of Qatar usually pushes for reconciliation, whether behind the scenes or through indirect and direct mechanisms, as happened in the case of Chad, Afghanistan and Sudan, he added.
He noted that Arab consensus, as is the case between Qatar and Algeria, contributes to the success of the Arab Summit and makes it an exceptional summit that activates the role of the Arab League and pushes towards successful future strategies to confront regional and international crises.
For his part, Tunisian political analyst Salah Al Din Al Jourshi said that the Arab summits constitute an opportunity to unify the positions on common Arab and regional issues; expressing the hope that the upcoming summit would be an opportunity to settle differences and build bridges between peoples, in light of the current challenges and the serious divisions that threaten international peace. He underlined that the State of Qatar is one of the countries that are keen on developing the joint Arab action.
Meanwhile, Dr. Abdullah Abdullah, member of the Fatah Revolutionary Council and the former head of the political committee of the Palestinian Legislative Council, highlighted the constructive role of Qatar in many areas, giving a bright and positive image of Arabs at the international level.
He said that the State of Qatar has played, and continues to play, an important and effective role in resolving disputes and differences in the region, citing its success in converging views in the Afghan issue.
For his part, Palestinian politician and former minister Nabil Amr said that Qatar carried out a pivotal and important role in coordinating and developing Arab relations, as well as at other regional levels.
In his statement to QNA, Nabil Amr expressed hope for Arab reunification and for the Arab countries to be in harmony and peace, especially in light of the difficult and complex circumstances and challenges the region has been experiencing.
In turn, Lebanese political analyst Raed Al Masri focused in his statement to QNA on the roles carried out by the State of Qatar at the political, economic and humanitarian levels, noting its active role in unifying the Arab ranks and its generous support for Arab and non-Arab peoples, especially in times of crisis.
Al Masri pointed out that Algeria Summit comes at a time when the world is going through great challenges at all levels, such as the Russian-Ukrainian war and its repercussions on food and energy security.
He added that the State of Qatar is working hard to unite the Arabs to face the challenges that afflict the Arab and Islamic region, and was at the forefront of countries to commit to regional and international institutions, in adherence to the international legal legitimacy and the joint Arab action.
The Lebanese political analyst emphasized that Doha has become the capital of multilateral international action, especially after hosting many international conferences and events and hosting many international offices, in addition to being an active partner in humanitarian work through its role in providing humanitarian and development aid and extending a helping hand to afflicted peoples around the world without discrimination or agendas.
