Moratorium On Civil Servants Recruitment Ends In December 2012

Jakarta, Jan 21 (ANTARA) - Vice President Boediono said on Monday a 16-month moratorium on the recruitment of new civil servants ended on December 31, 2012. "The moratorium is very important. The State Administrative Reforms Ministry has projected the need for civil servants until 2016. From year to year, the number of civil servants will be adjusted to the need," the vice president in the capacity as chairman of the steering council of the national bureacratic reforms team said in a press statement. Boediono said several signals applied during the 16-month moratorium including zero growth policy would be continued. Looking ahead, the recruitment of civil servants could be done only if qualifications were met. The qualifications included a map of posts and a plan for the recruitment of civil servants in the next five years based on functional and work load analyses, he said. The other qualifications are a plan for redistribution of civil servants and a transparent, fair, efficient and accountable recruitment pattern, he said. In addition, only ministries, non-ministerial government institutions and regional governments whose personnel spending is less than 50 percent of regional budget could recruit new civil servants, he said. Any recruitment of new civil servants must secure a seal of approval from the steering committee of bureaucratic reforms led by the vice president. The moratorium was based on a joint decree of the home affairs minister, the finance minister and the state administrative reforms minister. The decree which came into force as of September 1, 2011 was signed before the vice president at his office on August 24, 2011. The moratorium is mainly aimed at creating efficient and effective organizational structure, controlling the number of civil servants, increasing the efficiency of personnel spending, and improving the professionalism of civil servants.
