Government approved amendments to law "About republic budget for 2008

Astana, 22 October 2008, (Khabar) - Kazakhstan economy replenishes with
extra 20 billion US dollars. The budget was corrected in order to not allow
changes on the world financial markets to influence the Kazakhstani economy.
To form the charter capital of the "Samruk-Kazyna" mega holding company,
607.5 billion tenge will be allocated from the National fund. Also the
budget foresees the allocation of 52 billion tenge for capitalization of the
Stress assets fund and next year it is planned that this sum will reach 120
billion tenge.

Bakhyt Sultanov, Minister for Economy and Budget Planning of RK:
- With the help of capitalization or extra lending from the "SamrukKazyna"
fund, as well as money from the national bank, regulating measures that will
be conducted by such financial regulators as the National bank and the
agency for financial supervision will provide extra liquidity amounting to 5
billion for the banking system. Therefore, the Kazakhstani economy will be
replenished with 20 billion US dollars.

According to an accurate forecast of the ministry for economy and budget
planning, this year the real growth of the Kazakhstani GDP will be 5.3%,
compared with the 5% that was originally forecasted. The government has
approved the project of correcting the budget and now it has been sent for
consideration to the parliament. Karim Massimov addressed a fraction of the
"Nur Otan" party with a request to support the government.

Karim Massimov, Prime Minister of RK:
- We want to pass this law in the parliament and to send it to the president
for signing as fast as possible in order to inject this money into the
economy in the near future in order that Samruk-Kazyna, as our main
instrument by which the government is working, will be able to use this
money.
