LAW ON CITIZENS' LAND OWNERSHIP MUST BE REINFORCED

Ulaanbaatar, Mongolia /MONTSAME/ A certificate must be given to every citizen confirming his/her right to privatize lands. This and other profound rights have been reflected in a new wording draft of the law on citizens' land ownership. The draft, initiated by L.Bold, S.Odontuya MPs, was submitted to the Speaker Z.Enkhbold on Monday. They say that a Land corporation and a database must be created, the cirtificate must be given to every citizen confirming his/her right to own lands, and that is it not obligatory to obey to a queue the people were registered. The new wording also says that a citizen must have a right to use the certificate as a pawn for taking out a loan from a bank or to sell it, in other words, to puit it into economic circulation. The law on citizens' lans ownership was approved by parliament in 2002 and put into force in May of 2003. A term for privatizing the lands was prolonged two times. For the time being, the law realization has been too slow, a majority of people have not owned lands, for example, in the UB city only 7.6 percent, or 91 thous. 830 people have got lands.
