The President criticized national medicine
Shymkent, 8 November 2008, (Khabar) - In Shymkent the president has held a republic meeting on healthcare where the attendees discussed problems in the South Kazakhstan region.
One of the main problems in this region is a lack of staff so the president discussed this situation with the rector of the local medical university.
- The notice at the entrances to the healthcare institutions says that
graduates from the South Kazakhstan medical university are not being hired
because of professional incompetence. How can you still be the rector of
this academy?
- Some people made critical remarks.
- No. Your academy is riddled with corruption. There are 2000 people
in your academy who are studying on a paid basis and all of them receive
diplomas for money. Because of this, none of the clinics in Kazakhstan want
to employ such so-called specialists. It brings shame on the academy and I
think we should dismiss the rector.
During the last four years, the government has tripled financing for the
healthcare sector, over 100 new medical units have been constructed and
another thousand have been repaired. As a result, the birth rate in the
country grew by 7% and mothers' death rate decreased by 32%. However,
specialists claim that there still could be a high death rate as problems
still exist in the prevention of diseases of future mothers and an absence
of the qualified help. Nursultan Nazarbayev announced that from now on, the
government will be allocating large sums of money to healthcare but the
money should be drawn up rationally. For example, there is a lot of new
equipment in the republic which is not used because people do not know how
to work with it or the equipment itself is of low quality. Another negative
issue concerns the purchase of medicine. This year, the government has
allocated almost 51 billion tenge but the rights of citizens to free
medicine are being broken everywhere. The issue in the past was about a lack
of money in the healthcare system but now it is an issue of management which
was the key moment in the closing speech of the president.

- I have approved a programme for the construction of 100 hospitals but the
draw down on the programme on the 1st of October consisted of only 26.5%. On
the first of October, only 35 units were constructed including 28 units out
of the 85 planned for this year. In the Akmola and Karaganda regions, the
construction of healthcare units was not started at all, the construction of
healthcare units in Astana and the South Kazakhstan region is also behind
schedule. As a result, over 30 billion tenge has remained unused. So we
should tell the citizens that we have taken back 30 billion tenge from your
budget and sent it to other needs. The government allocates money to the
healthcare system and such irresponsible people as you destroy the
implementation of these measures.
The head of state criticized the state of affairs in the local healthcare
system. In this connection, the president gave healthcare officials six
missions. These included bringing more discipline to the issues on
financing, introducing a unique distribution system for medicine,
strengthening the work on preventing serious diseases including tuberculosis
and HIV, developing a welfare plan to solve the problem of mother and infant
mortality, providing real protection for patients' rights and forming a
healthcare model on the basis of economic stimulus and financial
effectiveness.

- In general, I believe that we have enough resources to solve all these
problems. All bodies and heads which are responsible for healthcare should
conduct constant and hard work to improve this area. The administration of
the president should give corresponding missions and to take everything
under its control. I expect a monthly report.

president announced that it is high time to introduce a system of the
financial encouragement for doctors as those who work better should receive
higher salaries. Officials including the ministry for healthcare and the
regional authorities are to bear personal responsibility for the
maintainence of all the issues mentioned at the meeting.
