Sitting of Security Council
Astana, 6 November 2008, (Khabar) - The head of state has conducted a
meeting of the Security Council where such issues as fighting corruption and criminality as well as the maintenance of law and order were discussed.
Nursultan Nazarbayev listened to reports from the General prosecutor's
office, the National Security Committee, the Ministries for Domestic Affairs
and Justice, the Agency for counteracting economic crimes and crimes of
corruption, the Committee for Customs Control heads and the chairman of the
Supreme Court. The president noted that the serious disadvantages that are
contained in the work of almost all the agencies reduces the effectiveness
of the government's efforts on the protection of human rights and freedoms.
Nursultan Nazarbayev, the president of the Republic of Kazakhstan:
- in January, we seriously spoke at the extended sitting of General
Prosecutor's office about defects of law enforcement bodies and concrete
instructions were given. Today I decided to meet with you in narrow circle
and speak sincerely about our affairs and what we will do further.
The Law enforcement bodies operate insufficiently in terms of investigating
and solving cases. There is also a lot of criticism on the work being done
by the Agency for Fighting Economic and Corruption Crimes, the Customs
Committee, the Judicial system, the prosecutor's office and the justice
bodies as well. On the outcome of the council sitting, the head of state
pointed out some tangible tasks for each head. As a result, the General
Prosecutor's office will have to strengthen the monitoring over the
observation of civil rights and freedoms as well as legal actions in the
work done by state bodies. The Ministry for Interior Affairs was asked to
give a boost to the provision of public order, fighting against organised
crime and drug trafficking especially amongst young people. The Ministry for
Justice needs to strengthen their control over the penal system whilst the
Ministry for Finance will have to provide the implementation of strict
anti-corruption measures in customs. The Agency for Fighting Economic and
Corruption crimes was asked to increase the effectiveness of the
counter-measures against economic and corruption crimes. The Supreme Court
authorities will now have to arrange anti-corruption measures in the judges
corps. The Presidential Administration was asked to work out some proposals
to reform the work of all law enforcement bodies to provide their
constructive cooperation and close coordination.
