Sarawak Looks East In Enhancing Public Service Transformation

KUCHING (Sarawak, Malaysia), Nov 25 (Bernama) -- The Sarawak government is looking at the Japanese public service administration to further enhance its public service transformation initiatives. State Secretary Mohamad Morshidi Abdul Ghani said part of the initiatives were towards achieving its vision to be a world class civil service by 2020. "Transformation of the public sector is not only happening in Malaysia but all over the world in order to meet people’s expectation and Sarawak is looking into Japanese administration system after it has been using the western system," he at the Sarawak Public Sector Conference 2014 here Tuesday. The one-day conference was officiated by Chief Secretary to the Government Dr Ali Hamsa Tuesday. Three speakers from Meiji University, Japan Professor Emeritus Akira Nakamura, Professor Hideaki Tanaka and Professor Makoto Nagahata were invited to share on “Transformation of Leadership – The Six Essentials, Senior Leadership and Civil Service Reform in Japan and Public Engagement with the Non-Government Organisation” during the conference. He said Sarawak Civil Service (SCS) transformation journey began in 2010 with a vision to be a world class civil service and with a mission to provide excellent service delivery through high performance teamwork. “The journey reflects the commitment of SCS 10-20 action plan to provide excellent service delivery in sync with the leadership vision to achieve a high income status and to improve the people's quality of life,” he said, adding that the SCS 10-20, which spanned a 10-year period from 2010, was developed to catapult the transformation process. He said the SCS action plan covers eight critical areas, that included managing culture change and customer needs, human resource talent management, innovation and creativity, e-Government, project and programme delivery excellence and financial management transformation and Sarawak excellent administration of legal services (SEALS). It was also the state government immediate response to accelerate the federal government transformation agenda, he said. -- BERNAMA
