GOVERNMENT TO JOIN OPEN CONTRACTING PARTNERSHIP

Ulaanbaatar /MONTSAME/ Some thirty activities within eleven goals have been planned for the Open Government Partnership National Action Plan of Mongolia. The cabinet discussed this plan that has been developed with a participation of public organizations and civil society at its regular meeting November 9. Convenient that its policies and actions are in a full coherence with the Open Contracting Partnership context and principles, the government has announced an initiation to join the Partnership. The National Action plan includes some projects aiming at open contracting such as "Transparent Account" and "Transparent Tender". Having joined the Open Government Partnership, Mongolia expects some advantages in cooperating with global donor organizations, in receiving cooperative supports to implementing public policies and programs, and in realizing goals and acts reflected in the action plan. Open contracting refers to norms and practices for increased disclosure and participation in public contracting. It covers the whole contracting chain from planning to finalization of contract obligations, including tendering and performance. It also includes the variety of contract types, from more basic contracts for the procurement of goods to complex contracts, joint venture agreements, licenses and production sharing agreements. Open contracting encompasses all public contracting, including contracts funded by combinations of public, private and donor sources.
