RI, SOMALIA TO LIBERALIZE TWO-WAY TRADE IN CERTAIN GOODS

Jakarta, Jan 18 (ANTARA) - Somalia has agreed to exempt three groups of Indonesian commodities from import duties under a bilateral cooperation agreement signed recently, Indonesia's trade minister said.

"Under the agreement, Somalia will give priority to Indonesia in the procurement of all types of goods and services needed for its housing development sector, and allow their importation at zero percent import duties," Trade Minister Mari Elka Pangestu said here on Monday.

Mari said, in the agreement Indonesia had committed to meet Somalia's need for goods and services to build low-cost housing units in the east African country.

"To that end, Indonesia will ask Somalia to provide more detailed information on the skilled workers and construction materials it needs for its housing development program," she said.

Somalia also had offered Indonesia cooperation in the development of processing industries, including textile, garment and leather product industries, she said.

Under the cooperation scheme, Somalia would export raw materials to Indonesia for processing finished goods to be re-exported to Somalia at zero percent import duties, she said.

"Indonesia has warmly welcomed the proposal and agreed to set up a technical team comprising representatives from the two countries to further study a model of the technical cooperation in question," she said.

Somalian Trade Minister Abdirashid Mohamed Abdi came up with the proposal at a meeting with Minister Mari Pangestu at the latter's office last Thursday (Jan 14).

During the meeting, the two ministers also discussed the possibility of cooperation in the banking field to make it more easy for businessmen from the two countries to make trade transactions.

The cooperation is badly needed to cover the risks in making payments and deliveries through the Letter of Credit (LC) system, Mari said.

At the meeting Abdirashid also proposed that Indonesia give visa-on-arrival facilities to Somalian businessmen visiting Indonesia.

The Somalian trade minister's entourage included a number of businessmen and representatives of the Somalian Chamber of Commerce.

Two-way trade between Indonesia and Somalia reached a total value of US3.1 million in 2008.
